• <br /> Minutes - San Leandro City Council Meeting - October 4, 1993 Page - 7 - <br /> PUBLIC HEARINGS (continued) <br /> City Attorney Steve Meyers asked the City Council to note that all <br /> official declarations necessary have been taken on this matter in order <br /> to find for this acquisition. <br /> The following Resolution was then introduced: <br /> Resolution No. 93-216, Resolution of Necessity Authorizing the <br /> Acquisition of Certain Property for the Civic Center Seismic Retrofit <br /> Project and Finding That the Public Interest and Necessity Require the <br /> Proposed Project, That the Location Thereof Causes the Least Private <br /> Injury, That the Subject Property is Necessary for the Proposed Project <br /> (Land and Improvements at 117 Peralta Avenue - Joseph A. Proietti) <br /> (authorizes the City Attorney to petition the court to begin eminent <br /> domain proceedings against Joseph A. Proietti property) . (1206) <br /> Introduced by Council Member Corbett, who moved its adoption, seconded <br /> by Council Member Polvorosa, and carried by the following called vote: <br /> AYES: Council Members Corbett, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Faria ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Member Nahm ( 1 ) <br /> B. Matter of PD-93-3, GDP; Planned Unit Development, General Development <br /> Plan; Construct New, Commercial and Professional Office Building with <br /> the Use of Shared Parking on an Adjacent Parcel with an Existing <br /> Commercial and Professional Building; 1010-1070 East 14th Street; East <br /> Side of East 14th Street Just Northerly of the San Leandro Creek; <br /> • <br /> Assessor's Parcel Number 76-440-7-1 and 8; Sam Nassab and 1032 East 14th <br /> Street Associates (Stephen Dombrink and Mark Kliszewski ) ; C-C (Civic <br /> Center) District. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate Planner, said the subject property is <br /> across from City Hall and the proposal is for a new, two-story, 9,000- <br /> , square-foot building, containing a dry cleaners and chiropractor on the <br /> bottom floor, with shared parking at the rear of the existing building. <br /> He said there were four Planning Commission concerns which have been <br /> addressed: (1) Landscaping, which is primarily at the back of the <br /> building, although there are street trees and the potential for planters <br /> in the front. (2) Customers parking at the rear of the site would have <br /> to walk out to the front of the buildings. He said there would be a <br /> pedestrian walk-way for them. (3) The Planning Commission suggested the <br /> parking meters on East 14th Street now set for 1 hour be changed to 24 <br /> minutes; this could be discussed with Traffic Engineering. (4) Someone <br /> exiting the driveway might find it difficult to see pedestrians in the <br /> northerly direction. He said this is an existing situation; the <br /> driveway will be widened and the Traffic Engineer will look at what can <br /> be done to ensure safety of pedestrians on the sidewalk. <br />
