Simpson, Chair of the Library- <br /> Historical Commission, Regarding Potential Conflict of Interest in <br /> Serving as President of the Friends of the Library and as a <br /> Commissioner on the Library-Historical Commission. <br /> Council Member Perry noted this item had been brought up because there <br /> was a potential conflict of interest for a Library-Historical <br /> Commissioner who also served as President of Friends of the Library. <br /> Mayor Faria appointed Council Members Perry, Polvorosa, and Myers to a <br /> committee to review and develop procedures related to potential <br /> conflicts of interest. The City Attorney also suggested rules of <br /> procedure be prepared related to these potential conflicts of interest. <br /> The City Council concurred. <br /> I . Minute Order No. 93-79. Matter of Time Limit for Public Comments. <br /> (2416) <br /> On motion by Council Member Myers, who moved its approval , seconded by <br /> Council Member Corbett, and carried by the following called vote, the <br /> City Council approved the recommendations related to Public Comments, <br /> as proposed in the staff report from the City Clerk, dated October 21 , <br /> 1993, and also directed the City Attorney to prepare rules of conduct <br /> related to Public Comments and other City Council related items. <br /> AYES: Council Members Corbett, Myers, Nahm, Perry, Polvorosa; <br /> Mayor Faria ( 6 ) <br /> NOES: Council Member Kerr ( 1 ) <br /> ABSENT: None ( 0 ) <br /> J. Steve Meyers, City Attorney, read the following statement: <br /> "An employee of this City in the community services department has <br /> received several sexually explicit and offensive letters from a male <br /> individual who has been present at the Planning Commission and City <br /> Council Hearings on the Roberts' Landing project. The City has a <br /> policy which prohibits sexual harassment. The City Council and City <br /> staff wish to go on record as condemning this conduct and assuring this <br /> employee, all employees, and the public, that sexual harassment will <br /> not be tolerated under any circumstances.
