An Ordinance Adding Article 9 to Title IV, Chapter 1 of the San Leandro <br /> Municipal Code, Relating to Intimidating Solicitation; Prohibition; <br /> Penalties (defines solicitor, intimidating solicitor, intimidating <br /> behavior, and prohibits this type of solicitation and states the <br /> penalties) . <br /> In response to City Council questions, the City Attorney said this <br /> Ordinance did take into account the effect on free speech and <br /> Constitutional rights. He said this Ordinance had been prepared in <br /> response to actions by the Federal District Court, which declared <br /> certain sections of the Penal Code unconstitutional . He said the <br /> Ordinance is similar to that used by the City and County of San <br /> Francisco, and an attempt has been made to draw the Ordinance in such <br /> a way that it prohibits behavior rather than speech. <br /> The following Ordinance was then introduced: <br /> Ordinance No. 93-021, An Ordinance Adding Article 9 to Title IV, <br /> Chapter 1 of the San Leandro Municipal Code, Relating to Intimidating <br /> Solicitation; Prohibition; Penalties (defines solicitor, intimidating <br /> solicitor, intimidating behavior, and prohibits this type of <br /> solicitation and states the penalties) .
