Minutes - San Leandro City Council Meeting - December 6, 1993 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> He described the public meetings with homeowners' associations and <br /> various citizen groups which culminated in the joint City Council/ <br /> Planning Commission/Board of Zoning Adjustments Workshop. He said the <br /> Planning Commission recommended adoption of the Map with some changes. <br /> He said notices of the Hearing went to every property owner in the City <br /> and followups went to anyone affected by changes. He said community <br /> input is a vital part of the process, and staff is ready to bring any <br /> changes that are requested back to the Planning Commission and City <br /> Council immediately. He said there will also be a six-month review. <br /> He noted all residential and commercial zones and uses that are non- <br /> conforming can remain, such as, if a house or business burns down, it <br /> can be rebuilt exactly as it was, complying with any new codes. <br /> In response to Council questions, he described a new Administrative <br /> Design Review provision that allows a Public Hearing before the <br /> Planning Commission or Board of Zoning Adjustments if a proposal is <br /> incongruous with the neighborhood. He further described the <br /> amortization provision but said it applies to industrial uses, not <br /> residential or commercial . He also indicated that the non-conforming <br /> section of the Code will be reviewed and modified at the six-month <br /> review. <br /> Norm Weisbrod, Associate Planner, reviewed the changes to the Zoning <br /> Map recommended from the Planning Commission meeting, as described in <br /> the staff report and including Beecher Street, Estudillo Avenue, Begier <br /> Avenue, Joaquin Avenue, and Neptune and Williams. <br /> Steve Mattas, Assistant City Attorney, said any changes that were not <br /> consistent with what had been advertised must be referred back to the <br /> Planning Commission and readvertised. He said upgrades could not occur <br /> without readvertising. <br /> Mr. Weisbrod said the City Council could make changes on those <br /> properties that were advertised to be changed or on those where a <br /> property owner was requesting a more restrictive zoning designation <br /> than recommended. <br /> Mr. Weisbrod continued to discuss recommended changes, including a <br /> machine-shop business on Loquat Lane and Sandev Mobile Home Park. He <br /> said the Nielsen's, the owners of Sandev, would like it placed in the <br /> RM 1800 zone rather than RM 2500 to allow higher density; staff <br /> concurred with this recommendation and requested Council direction to <br /> take it back to the Planing Commission. <br /> He said the new property owner concurs with the RM 2500 recommendation <br /> for Mission Bay Mobile Home Park. <br /> He recommended RD zoning for Bancroft Circle, adjacent to Toyon Park, <br /> because of the four-plexes in the area. <br />
