Davis Hendricks, Business Manager, Estacroft Management, 595 <br /> Estudillo Avenue, spoke regarding the vacant lot on Joaquin near <br /> Bancroft. He said the proposal for the area is for P or RM 1800, <br /> except for the area at his property, which is proposed R-S single <br /> family. Under the present R-5 they could put in 12 units; under RM <br /> 1800 they could only put in six units, which is fine. They object <br /> to the rezoning to R-S single family. Property across the street <br /> is to be rezoned to RM 1800. Only the area around his property is <br /> proposed for single family. <br /> Mayor Faria asked why this lot is proposed for single family. Mr. <br /> Weisbrod said Joaquin is narrow and cannot handle a lot of traffic <br /> if apartments are developed. If zoned single family, the property <br /> owner could go through the PUD process, which requires more review <br /> than just site development. The homes on the street have a lot of <br /> character, and the residents are concerned about what's happening. <br /> The proposed zoning provides for greater review and involvement <br /> with the neighborhood. The Planning Commission recommends RS <br /> single family. Any change from that would have to go back to the <br /> Planning Commission. Council Member Corbett noted Joaquin Avenue <br /> residents have consistently expressed concern regarding traffic in <br /> the area. <br /> Mr. Hendricks asked why the south side is remaining RM 1800. Mr. <br /> Weisbrod said this is because there are already a number of <br /> apartments on the south side. Mr. Hendricks said downzoning <br /> tremendously affects the value of the property. If they try to <br /> subdivide it they'll have substandard lots. The property is now up <br /> for sale and people want to know what they can do with it. Mr. <br /> Weisbrod said people frequently take an option on property and <br /> apply for Planned Development and exercise the option after it's <br /> approved. He said the Planning Commission recommended that the <br /> north side of Joaquin from Bancroft Avenue westerly for one block <br /> remain single family, except for one condominium. <br /> Mayor Faria said it could be referred back to the Planning <br /> Commission. He suggested Mr. Hendricks come up with a plan for the <br /> property. He said they couldn't change the zoning from RS tonight. <br /> He said the City Council could refer it back to the City Council <br /> for rezoning. <br /> Council Member Nahm asked if the Council could adopt the Planning <br /> Commission's RS recommendation tonight; staff said they could. <br /> Steve Meyers said, if the City Council adopts the RS zone, Mr. <br /> Hendricks would have to initiate rezoning and would have to file a <br /> rezoning application and pay fees; if the Council refers it back to <br /> the Planning Commission, he doesn't have to file an application. <br />
