Minutes - San Leandro City Council Meeting - December 6, 1993 Page - 13 - <br /> PUBLIC HEARINGS (continued) <br /> E. Ruby Franson, 558 Joaquin Avenue, owner of one of the single-family <br /> homes, requested that the City Council leave the property on <br /> Joaquin RS. She said the area is over-developed, and there are <br /> problems with noise, pollution, and traffic. Even six units will <br /> decrease the value of the surrounding area. She said she is <br /> representing the street between Bancroft and Santa Maria on north <br /> side to stay RS. She asked that Council leave it RS and make the <br /> property owner go through the process so the neighborhood can give <br /> input. <br /> F. Sandra Nielsen, 2100 Lewelling Boulevard, one of the owners of <br /> Sandev Mobile Home Park. She submitted a letter from her attorney <br /> and a map of the density in the area. She said the proposed zoning <br /> would mean a 35% decrease in the current density. She said they <br /> are willing to go with the RM 1800, 24-units-per-acre zoning. She <br /> said this would be a perfect place for condominiums. Staff agreed <br /> with the recommendation to zone it RM 1800 and said it would have <br /> to go back to the Planning Commission. <br /> G. Rod Krug, 1655 View Drive, property owner of 800 Peralta, said it <br /> is now zoned I-2; the proposed zoning is I-P. He said he and other <br /> property owners didn't pay much attention to the notice because <br /> they thought there was just a change in number, not the zoning. He <br /> rents the property to small businesses such as a machine shop, <br /> furniture manufacturer, etc. He said he didn't know about the 10- <br /> year limit on industrial property. If the neighbors knew about it <br /> they would be concerned. He was concerned his tenants would not <br /> conform to I-P and, if they moved out, it would lower what he could <br /> rent his property for. He said he would like to go back to the <br /> Planning Commission and have the neighborhood notified. Steve <br /> Emslie said this is in the Peralta Area. He said Council could <br /> refer it back to the Planning Commission. He recommended that the <br /> City Council take this out of the zoning map and leave it <br /> undesignated for a short period of time until staff could meet with <br /> Mr. Krug on the site and understand the uses and ways to retain <br /> maximum flexibility. <br /> H. Luboc Dodecky, 271 Begier Avenue, said rezoning to RS will decrease <br /> his property value. He bought it as a duplex and would like to <br /> keep it. Mr. Weisbrod said staff thought there would be more than <br /> just a duplex; Mr. Dodecky said there are only two units and they <br /> are connected. Council Member Myers noted there are two other <br /> duplexes on the street that are going to be zoned RD Residential <br /> Duplex. Staff recommended that they look at it and go back through <br /> the Planning Commission to zone it RD Residential Duplex. Mr. <br /> Emslie said the Council could change the whole street or just this <br /> lot because it was noticed both ways. He said this lot was not <br /> zoned RD because it was not evident from the street that it was a <br /> duplex; if staff had seen it was a duplex, they would have zoned it <br /> RD. <br />
