Minutes - San Leandro City Council Meeting - December 6, 1993 Page - 14 - <br /> PUBLIC HEARINGS (continued) <br /> I . Audrey Albers, 2037 Marina Court, pointed out various errors she <br /> saw on a previous map and some on this map in the Mulford Gardens <br /> Area. Staff said changes shown on Aurora Drive and others in the <br /> area were errors and would be corrected. There should not have <br /> been any changes in the Mulford Gardens Area. <br /> J. Howard Seversen, Jr. , 960 Dowling Boulevard, said he wants to <br /> purchase the property at 250 - 2nd Avenue and put in a machine shop <br /> or light manufacturing. He requested CS zoning, rather than CC, <br /> because CS allows industrial limited or industrial custom. He said <br /> this would be similar to other properties in the area. After <br /> discussion, Mr. Emslie suggested that the property be left <br /> undesignated now and studied; he said a possible remedy would be to <br /> change the zoning on the property and increase the horsepower <br /> permissible in the Industrial Custom zoning text. <br /> K. Merle Pethan, 477 Callan Avenue, said the I-P/I-G issue should not <br /> be revisited. He said, if the plan is to do I-L, Limited <br /> Industrial , on San Leandro Boulevard, Park Street Island, which is <br /> now I-G, should also be looked at, because everything in the area <br /> is now I-G. Mr. Emslie said Park Street Island could be looked at <br /> along with Peralta. <br /> L. Bill Taylor, Attorney for East Bay Leasing Corporation, Neptune and <br /> Williams, said his client objects to the Planning Commission zoning <br /> this property I-P. He said the Council has already agreed the <br /> property should be zoned I-2. The property owner has gotten <br /> tenants, clean uses, minimum traffic, significant revenue, and <br /> taxes. He said the Planning Commission has acted on the <br /> recommendation of a single person, Mr. Norry. He said the use has <br /> been productive for the City, and there is no need to reconsider <br /> this issue again. He asked the City Council to reject the Planning <br /> Commission recommendation and rezone the property I-G. He said the <br /> same situation applied to Mr. Kerry's property. <br /> M. Council Member Corbett asked if there had been any contact with the <br /> Park Street Island property owners about the proposed change. <br /> Staff said there had not; staff explained the reasoning for the I-L <br /> zoning. Council Member Corbett said there should be an opportunity <br /> for the residential property owners to review the zoning in that <br /> area. Mayor Faria asked if Mr. Pethan had contact with the <br /> property owners; Mr. Pethan said he did not think the property <br /> owners understood the zoning change. Mr. Emslie suggested that <br /> Park Street Island be designated I-L but that staff contact the <br /> property owners, explain what it means, and report back to Council . <br /> The City Manager said this area has been under consideration for <br /> major transition since 1987, the property owners have been <br /> appropriately noticed, and there has been extensive opportunity for <br /> them to participate in the process. He said it is inappropriate to <br /> change the recommendation at this time. <br />
