Minutes - San Leandro City Council Meeting - February 22, 1994 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> cross the traffic lanes and would make the area safer than it is <br /> currently. He said the type of ingress/egress gives clear access to <br /> the property. He said he tried to acquire the properties to the north, <br /> but the property owners do not want to sell and they do not want to be <br /> part of a master planning process. He described meetings with Floresta <br /> Homeowners' Association regarding traffic impacts and suggested <br /> modifications to the entrance made by TJKM Consultants, which included <br /> moving the first unit back and widening the driveway. He said <br /> Springlake Drive is a thoroughfare street and many people get off the <br /> Nimitz at Washington and take Springlake Drive to Hesperian to 237. He <br /> said Traffic and Engineering indicated Springlake/Washington would not <br /> go to a lower level of service but would stay at Level B. He said, at <br /> the request of Planning, he prepared a master plan; but the two <br /> adjacent property owners were not in favor of the project and do not <br /> want to see his property developed. They would like to see it remain <br /> as is. <br /> The City Council had further questions about traffic and how traffic <br /> would be controlled. Mr. Clevenger said the project would be completed <br /> in one phase. <br /> Council Member Kerr said he would prefer to see an entrance and exit on <br /> Ian Street. Mr. Clevenger said the Floresta Homeowners' Association <br /> opposed any access in that area. <br /> The City Clerk noted letters and petitions had been received from: <br /> 1 . Dennis Chin, 14947 Washington Avenue, dated February 14, 1994. <br /> 2. Alice Chin, 14947 Washington Avenue, dated February 14, 1994. <br /> 3. Lena Rabello, 14953 Washington Avenue, dated February 14, 1994. <br /> 4. Petition delivered to the City Clerk's Office on February 22, 1994, <br /> with 29 signatures. <br /> The Hearing was then opened to the public. <br /> Deana Shelby, 14967 Peninsula Street, said there are a lot of unsold <br /> properties in San Leandro. She said semi -trucks now make U-turns on <br /> her street and drive over her property and damage her sprinkler system. <br /> She said she is opposed to the project because of the increased traffic <br /> it will create. She said the mitigation was not adequate to solve the <br /> problems. She said the property should stay R-1 . She said Springlake <br /> Drive is not intended to be a thoroughfare and is a winding street. <br /> She noted that the U-turn/left-turn lane at Greenhouse Market Place is <br /> backed up just to enter into the shopping center. She said she is not <br /> in favor of PUD's because they cause problems for the neighborhoods <br /> because neighbors do not like to share. <br />
