Mr. Penaranda said it would be located between the property <br /> and Roto Rooter and the lawn-mower repair shop. He said trees would <br /> not sufficiently reduce the noise in accordance with the requirements <br /> of the General Plan. He described the driveway easement which could be <br /> obtained from the County and said an Encroachment Permit would be <br /> required. <br /> In response to Council questions, he said the Flood Control line that <br /> crosses the freeway does not encroach onto this property. <br /> He described parking and circulation as proposed for the site, <br /> including the driveway configuration and the right-hand-turn-only exit <br /> onto Washington Avenue. He discussed the signalized U-turn that would <br /> be permitted on northbound Washington at Springlake for northbound <br /> traffic to enter the property. He said all access would be via <br /> Washington Avenue. <br /> Mr. Emslie said it was estimated that the project would generate 8-10 <br /> trips per day, and the traffic studies indicated Washington Avenue <br /> could handle this additional traffic. Mr. Emslie said, although the <br /> project was feasible, the question was whether this type of project, <br /> which may meet technical requirements, could provide the quality of <br /> development that would be desired in this area. <br /> Council Member Polvorosa questioned the ability of large trucks to make <br /> the U-turn at Springlake and Washington. Mr. Emslie said they would <br /> not be able to negotiate the turn, and the signal might have to be <br /> posted for no trucks. <br /> Mr. Penaranda described the emergency access on Ian Street and said the <br /> neighbors did not want access from Ian into the neighborhood. <br /> The City Council pointed out that, historically, there have been <br /> problems with U-turns along Washington Avenue and Springlake Drive. <br /> Mike Clevenger, the Appellant and Applicant, said the Flood Control <br /> pipes should have no impact on the property. He described the existing <br /> easements and Flood Control 's request for reciprocal access over the <br /> driveway. He said he appealed the denial of the Planning Commission <br /> because he has been working for over a year with the Floresta <br /> Homeowners' Association and has re-designed the project several times <br /> to meet the needs of the Association, which included no access via Ian <br /> Street. He said, if the property to the north developed, the U-turn <br /> pocket would be useful for them as well . He said trucks cannot <br /> negotiate the U-turn that is allowed now, and they usually go up to <br /> Halcyon Drive a make a U-turn there or they cut across the lanes of <br /> traffic on Washington Avenue to get into the Roto Rooter site.
