Matter of A-94-1; Reclassification; Rezone of <br /> Sandev Mobile Home Park from RM-2500 (Residential Multiple-Family with <br /> a Density of 1 Unit Per 2,500 Square Feet of Lot Area) District to RM- <br /> 1800 (Residential Multiple-Family with a Density of 1 Unit per 1,800 <br /> Square Feet of Lot Area) District; the Rezoning Will Not Impact the <br /> Existing Mobile Home Park; 2100 Lewelling Boulevard; Assessor's Parcel <br /> Number 80G-1098-001-02. (1099) <br /> On motion by Council Member Kerr, who moved its approval , seconded by <br /> Council Member Nahm, and carried by the following called vote, the City <br /> Council approved A-94-1 and certified the Negative Declaration as <br /> complete. <br /> AYES: Council Members Corbett, Kerr, Myers, Nahm, Perry, Polvorosa; <br /> Mayor Faria ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> C. Clevenger of the Planning Commission's <br /> Denial of A-93-3 and PD-93-4; A-93-3; Reclassification; to Re-Zone from <br /> R-1 (Single Family) District to R-1 -PDC (Single Family - Planned <br /> Development Combining) District; and PD-93-4, GDP; Planned Unit <br /> Development, General Development Plan; to Construct 22-Unit Townhouse <br /> Condominiums; 14969 Washington Avenue; Assessor's Parcel Numbers 77B- <br /> 1120-1-1 and 5; Michael A. Clevenger; R-1 (Single Family) District. <br /> Continued from the February 7, 1994, City Council Meetings. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Steve Emslie, Planning Manager, said the Planning Commission <br /> recommended that the re-zoning and the Planned Development for this <br /> property be denied. He said the Planning Commission held two Hearings. <br /> The first was a workshop held in February 1993. At that time concerns <br /> were raised regarding the need for comprehensive development for the <br /> property, traffic concerns, circulation, etc. He said, at the second <br /> meeting, the same plan was submitted with the same concerns, and the <br /> Planning Commission denied the Application. <br /> Elmer Penaranda, Associate Planner, described the 1 .8-acre site located <br /> on Washington Avenue. He described access to the site and the make-up <br /> of the surrounding area. He said the developer was agreeable to <br /> removing one unit to add four on-site parking spaces. He described the <br /> noise study which was done and a 16-foot-high soundwall that was <br /> proposed along the southerly side to reduce noise from the freeway. He <br /> described the standard townhouse unit. <br />
