Minutes - San Leandro City Council Meeting - June 20, 1994 Page - 12 - <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Adoption of City Manager's Proposed Budget, 1994-95 Fiscal <br /> Year. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Mike Oliver, City Manager, said this would be an opportunity to <br /> answer final questions before City Council deliberation on the budget. <br /> He said the budget is the product of a great deal of work on the part <br /> of the City Council , the Finance Committee, staff, and the community. <br /> He described the process, including public meetings, Work Sessions, <br /> etc. <br /> John Jermanis, Finance Director, noted the various Resolutions related <br /> to budget on the Agendas tonight, as well as the Resolution confirming <br /> the Redevelopment Agency loans.' He described the overall General Fund, <br /> proposed new programs, revenues, and the use of carryovers. Mr. Oliver <br /> noted the bulletin from the League of California Cities saying the <br /> State is beginning to look at taking vehicle license fees from cities. <br /> He said this could affect San Leandro in the amount of $2.5 million per <br /> year. He asked for and received direction from Council to send a <br /> letter to the Legislature and the Governor indicating the City <br /> Council 's concern with the loss of this funding source. <br /> Mr. Jermanis continued to describe the overall City budget, including <br /> revenue, and noted the only new items in the budget included additional <br /> police officers and an increased emphasis on disaster preparedness for <br /> the community. <br /> The Hearing was then opened to the public. <br /> Lee Ness, 2321 Belvedere Avenue, said this is a good and fair budget. <br /> He said he would like to see the expenditure category "Others" spelled <br /> out and at least major categories shown. <br /> Elaine Smith, Begier Avenue, said salaries and expenditures should be <br /> reduced, and the money should be put toward the schools. She noted <br /> recent statements by the Chancellor at U.C. Davis who said California <br /> is 47th out of 50 in education, and she said the emphasis should be <br /> toward funding the schools. <br /> Lou Filipovich, 15376 Laverne Drive, said the budget is missing a means <br /> of generating revenue, and salaries should be based upon comparisons <br /> with increases in spendable revenue for various groups in San Leandro, <br /> rather than on the CPI . <br /> Paul Vargas, 872 Portola Drive, said the City continually runs in the <br /> red and raises taxes. He said the City should cut taxes and cut <br /> spending and make sacrifices, such as closing branch libraries, if <br /> needed. <br /> There being no further comments from the public, on motion of Council <br /> Member Polvorosa, seconded by Council Member Myers, and carried <br /> unanimously, the Public Hearing was closed. <br />
