Minutes - San Leandro City Council Meeting - August 1, 1994 Page - 11 - <br /> NEW BUSINESS (continued) <br /> Council Member Kerr spoke regarding the Congestion Management Agency. <br /> He said the emphasis of the Agency is on Intermodal Transportation, <br /> which includes all forms of transportation for moving people, freight, <br /> etc. He said the times have changed and new highways will no longer be <br /> built, instead the emphasis will be on adding lanes and high-density <br /> lanes to existing freeways to reduce traffic on local streets. He <br /> described areas in which the Congestion Management Agency is currently <br /> looking for future planning and said there is emphasis on rebuilding <br /> structures damaged by the earthquake, rebuilding BART rolling stock and <br /> AC buses, and investigating lauder transportation. <br /> E. Approval of Work Session Items Requiring Action. <br /> Minute Order No. 94-38. Report Regarding Proposed Paramedic Program. <br /> (2678) <br /> On motion by Council Member Kerr, who moved its approval , seconded by <br /> Council Member Myers, and carried by the following called vote, the <br /> City Council directed staff to proceed with the Paramedic Program, as <br /> presented in the staff report dated July 20, 1994. <br /> AYES: Council Members Galvan, Kerr, Loeffler, Myers, Perry, <br /> Polvorosa; Mayor Corbett ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> F. Report on Closed Session Actions Taken. <br /> None <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Imposing Liens for Non-Payment of Delinquent City Service <br /> Charges. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, gave the staff report. He <br /> described the four categories of delinquent charges and said the lists <br /> must be submitted to the County Auditor by next week in order to place <br /> the liens on the 1994-95 tax bills. He noted that no written or oral <br /> protests had been received. <br /> In response to City Council questions, he said most of the <br /> delinquencies are for sewer service, and people who have delinquencies <br /> in refuse are generally asked to pay cash in order to continue their <br /> refuse service, but sewer service cannot be discontinued. He said <br /> these liens do not include the charges that automatically go on the tax <br /> bills but are additional amounts that are due and include interest. <br /> The Hearing was then opened to the public. <br />
