Mr. Jermanis said 85-90% were businesses. In response to questions, Steve Mattas said the appeal process in this matter was the Public Hearing before the City Council tonight and that all property owners had been notified. In response to further questions from Mr. Filipovich, Mr. Mattas said property owners who were not satisfied with the decision of the Council would have to go to civil court. Mr. Filipovich noted declining values of single-family homes in San Leandro. He said the sewer and refuse fee delinquencies do not show the difference between property owners and renters. He said the City should revisit all appeal procedures so that people can receive a better hearing. There being no further comments from the public, on motion of Council Member Polvorosa, seconded by Council Member Galvan, and carried unanimously, the Public Hearing was closed. The following Resolution was then introduced: Resolution No. 94-152, Resolution Confirming Reports of the Finance Director and Development Services Director Imposing Liens for Non- Payment of Delinquent City Service Charges, Sewer/Refuse Service, Business Licensing Fees, Weed Abatement Charges, and Community Preservation Nuisance Abatement Charges (authorizes the City to forward tax liens to Alameda County for assessment on the 1994-95 tax rolls for unpaid Sewer/Refuse Service Charges, Business License Fees, Weed Abatement Charges, and Community Preservation Nuisance Abatement Charges) .
