Minutes - San Leandro City Council Meeting - August 1, 1994 Page - 13 - <br /> 9. WORK SESSION CONTINUED <br /> A. Staff presented the update on the Civic Center relocation, which was <br /> carried over from the Work Session. <br /> Wandzia Grycz-Hernandez, Assistant City Manager, spoke regarding the <br /> Civic Center. She said the purpose of the project is to seismically <br /> retrofit all essential City buildings. She said the design of the <br /> first floor of Civic Center focuses on providing better service to the <br /> public. <br /> Bill McCammon reviewed the phases of the project, including the <br /> addition, site work, and the retrofit of the City Hall and Public <br /> Safety Buildings. He discussed where various offices would be located <br /> during the transition period. <br /> Ms. Hernandez further described the one-stop shopping concept, which is <br /> a new level of customer service designed so that staff comes to the <br /> customer at one location rather than sending the customer to various <br /> departments. She said the one-stop shopping will initially focus on <br /> permits but will evolve to streamline other processes and to improve <br /> how this organization does business. She noted the move was scheduled <br /> for September 10 and 11 . <br /> City Manager Mike Oliver recognized Mr. McCammon and Ms. Grycz- <br /> Hernandez for their excellent work on this matter. He said the goal is <br /> to provide as seamless a change as possible for the public. <br /> 10. CITY COUNCIL COMMENTS <br /> A. Council Member Galvan noted the Pay Plan for the City Manager had been <br /> discussed at length. He said he is aware the public is concerned <br /> regarding the pay levels for Department Heads, Managers, etc. , and the <br /> City Council has an obligation to ensure that employees are being paid <br /> correctly. He recommended a City Council subcommittee to ensure San <br /> Leandro is in line with other subcommittees. Mayor Corbett said she <br /> would take this matter into consideration. <br /> B. Council Member Perry congratulated the Library on its successful Music <br /> in the Summer Air Program, as well as the South Branch Library service <br /> on Saturdays. <br /> C. Council Member Perry noted August 2 would be a National Night Out and <br /> noted District 2 had more than 25% of the groups participating so far. <br /> D. Council Member Polvorosa asked that the meeting be adjourned in memory <br /> of Henry Nardine. He said Mr. Nardine had served on the Recreation and <br /> Parks Commission and had done an outstanding job and had been a fine <br /> member of the community. <br /> E. Council Member Kerr said the Personnel Relations Board should look into <br /> Management Group salaries and make recommendations to the City Council . <br />
