Minutes - San Leandro City Council Meeting - August 1, 1994 Page - 13 - 9. WORK SESSION CONTINUED A. Staff presented the update on the Civic Center relocation, which was carried over from the Work Session. Wandzia Grycz-Hernandez, Assistant City Manager, spoke regarding the Civic Center. She said the purpose of the project is to seismically retrofit all essential City buildings. She said the design of the first floor of Civic Center focuses on providing better service to the public. Bill McCammon reviewed the phases of the project, including the addition, site work, and the retrofit of the City Hall and Public Safety Buildings. He discussed where various offices would be located during the transition period. Ms. Hernandez further described the one-stop shopping concept, which is a new level of customer service designed so that staff comes to the customer at one location rather than sending the customer to various departments. She said the one-stop shopping will initially focus on permits but will evolve to streamline other processes and to improve how this organization does business. She noted the move was scheduled for September 10 and 11 . City Manager Mike Oliver recognized Mr. McCammon and Ms. Grycz- Hernandez for their excellent work on this matter. He said the goal is to provide as seamless a change as possible for the public. 10. CITY COUNCIL COMMENTS A. Council Member Galvan noted the Pay Plan for the City Manager had been discussed at length. He said he is aware the public is concerned regarding the pay levels for Department Heads, Managers, etc. , and the City Council has an obligation to ensure that employees are being paid correctly. He recommended a City Council subcommittee to ensure San Leandro is in line with other subcommittees. Mayor Corbett said she would take this matter into consideration. B. Council Member Perry congratulated the Library on its successful Music in the Summer Air Program, as well as the South Branch Library service on Saturdays. C. Council Member Perry noted August 2 would be a National Night Out and noted District 2 had more than 25% of the groups participating so far. D. Council Member Polvorosa asked that the meeting be adjourned in memory of Henry Nardine. He said Mr. Nardine had served on the Recreation and Parks Commission and had done an outstanding job and had been a fine member of the community. E. Council Member Kerr said the Personnel Relations Board should look into Management Group salaries and make recommendations to the City Council .
