Minutes - San Leandro City Council Meeting - August 15, 1994 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Polvorosa asked if, in coordination with East 14th <br /> Street construction, they could look into providing undergrounding <br /> service to areas and businesses that are not currently served. <br /> Council Member Perry asked if they would consider City-designated <br /> conduit when doing fiber-optic installations. Mr. Perron said they <br /> have done that with other cities. He said they are interested in <br /> making sure all educational institutions have access to the fiber-optic <br /> system in the new service. <br /> Council Member Perry said the customer-satisfaction report did not say <br /> when or how the data was collected. Mr. Perron said it is done by <br /> Spectra Marketing, which contacts groups of subscribers in Hayward, San <br /> Leandro, and San Lorenzo, and was done in July and August 1993. <br /> The Hearing was then opened to the public. <br /> Morgan Rice, 663 Valita Drive, asked if it would be possible to receive <br /> a copy of the packet and staff report. <br /> Fletcher Hicks, 757 Dolores Avenue, said there are three basic elements <br /> of good cable, including picture, sound, and price. He said he is <br /> pleased with all three; however, he has invested in surround sound and <br /> some channels that are available in stereo are not delivered in stereo <br /> by TCI , such as the A&E Network. He advocated provision of these <br /> channels in stereo. <br /> Mr. Perron said Mr. Hicks has subscribed for 17 years, and he would <br /> like to be able to provide this programming in stereo and would look at <br /> the budget to see if it would be possible to do so. He said he would <br /> personally contact Mr. Hicks. <br /> Justin Agrella, 1670 - 142nd Avenue, asked why there are not three or <br /> four different cable companies instead of costly rate regulation. <br /> Mr. Oliver said there is no restriction if other companies want to come <br /> in and invest in the system, and this may occur in the future as the <br /> Information Highway gets under way. <br /> Lou Filipovich, 15376 Laverne Drive, said there are 70,000 people in <br /> San Leandro, including 36,000 seniors and 20,000 homes. He said the <br /> City should hire a consultant to ask the senior citizens how many of <br /> them have had an increase in their income in the last two fiscal years. <br /> He said many seniors have had to give up Cable TV due to the many other <br /> fees that have been imposed upon them. He asked how many residences <br /> are not hooked up to Cable TV. <br /> Mr. Perron said approximately half. <br />
