Minutes - San Leandro City Council Meeting - August 15, 1994 Page - 12 - <br /> PUBLIC HEARINGS (continued) <br /> Fred Friedman, 348 Estabrook Street, repeated his request to schedule <br /> the Public Hearings for sometime other than August, such as June or <br /> September. He said he understood TCI had a 20-year contract with the <br /> City. <br /> The City Attorney explained this contract was not exclusive and said it <br /> has approximately 12 years to go. Mr. Friedman said the fact that the <br /> City collects $17,000 per month on the Cable TV tax should be noted in <br /> the City's newsletter. He said the cable company is unfairly burdened <br /> by collecting those taxes for the City. He said 10 years ago there <br /> were problems with cable's phones, and there are still problems, which <br /> should have been overcome by now. <br /> Tom Grigsby, 811 Chico Drive, said the City should be more active <br /> regarding cable customer service and should have a more active -role in <br /> communicating to the users of the system what the City's role is. He <br /> said the users feel their only recourse is to go with the cable <br /> company, and they do not know the City is here to help. He said the <br /> only information in the annual review is the information that comes <br /> from TCI, and there should be a flyer put in with the bills that asks <br /> about service and that comes back to the City. He said there is <br /> national concern over skyrocketing cable rates, and many people use TV <br /> as a primary source of entertainment. He also said the offerings on <br /> HBO are not quality movies. <br /> There being no further comments from the public, on motion of Council <br /> Member Myers, seconded by Council Member Kerr, and carried by a <br /> majority vote (7) , the Public Hearing was closed. <br /> The following Resolution was then introduced: <br /> Resolution No. 94-165, Resolution of the City Council of the City of <br /> San Leandro Adding Title 31 to the San Leandro Administrative Code <br /> Related to Basic Cable Television Service Tier-Rate Regulations. <br /> (1375/2318) <br /> Introduced by Council Member Perry, who moved its adoption, seconded by <br /> Council Member Kerr, and carried by a majority vote (7) . <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Galvan commended the efforts of Economic Development <br /> Coordinator Susan McCue. He said the fruits of her efforts are paying <br /> off, and the work she did with Westcoast Video is exactly what is <br /> needed. <br /> B. Council Member Galvan noted an article in the newspaper discussing <br /> campaign reform. He said he would like the Council to discuss campaign <br /> reform and will be coming back to them with a program to discuss at a <br /> future Work Session. <br />
