Matter of Presentation Regarding the Role of the Community Advisory <br /> Committee to Study East Bay Municipal Utilities District Water Supply <br /> Management Program. <br /> Arnold Brown, 127 Woodland Avenue, Piedmont, and Joe Camica, City <br /> Councilman, City of Alameda, 1174 Park Avenue, Alameda, addressed the <br /> City Council . They said they are two appointees of the Alameda County <br /> Mayor's Conference to the Community Advisory Committee on the East Bay <br /> Municipal Utilities District Water Supply Management Program. They <br /> said with them in the audience were Katharine McCary, an EBMUD Board <br /> Member, Larry Stye, Terry Powell , and Jackie McCauley. <br /> Mr. Brown said the purpose of their appearance at the City Council <br /> Meeting was to get feedback from the City Council on how to deal with <br /> the EBMUD water supply. He said EBMUD wants to achieve a workable, <br /> water-supply level in the year 2020. He discussed water usage today <br /> and the expectations prior to conservation and reclamation in 2020. He <br /> said using existing conservation and reclamation measures, 13 million <br /> gallons per day can be saved in 2020. He said it is proposed to reduce <br /> water demand by another 7 to 40 million gallons per day in 2020 by <br /> utilizing additional reclamation'and conservation techniques. He said <br /> the proposals on which they are asking for the City Council 's opinions <br /> do not single out a certain type of user because that would be <br /> discriminatory. He said they are proposing an across-the-board <br /> concept. He said 42% of all interior use of water involves toilet <br /> flushing, and they propose the requirement of Ultra-Low-Flush Toilets, <br /> which would make a significant water savings. He said there are other <br /> things that can be done, including self evaluation by users and <br /> providing a means for employees to audit premises. However, he said <br /> they are cognizant of people's concerns related to the costs involved <br /> and to invasion of privacy. <br />
