Minutes - San Leandro City Council Meeting - January 6, 1992 Page - 7 - <br /> NEW BUSINESS (continued) <br /> He asked the City Council to consider whether San Leandro residents <br /> would have problems with their proposals. He said the primary <br /> questions that address this area are whether people would be willing to <br /> replace existing toilets with Ultra-Low-Flush Toilets, reduce the <br /> amount of turf around properties, utilize drip-irrigation systems, and <br /> whether businesses would install interior conservation devices. <br /> Council Member Perry asked what the incentive was for those water users <br /> who have consistently met conservation goals and have made cuts. She <br /> said a system of rewards is needed for those users. She noted those <br /> that can afford to pay higher rates do so and do not conserve water. <br /> She asked what EBMUD was doing about restrictions for cities to include <br /> in conditions of approval on new buildings, etc. She asked what <br /> programs were proposed to make major water users who can pay come into <br /> conformance. <br /> Mayor Karp suggested that EBMUD respond to the City Council 's questions <br /> in writing. <br /> Council Member Santos asked how EBMUD's program would fit into the <br /> overall State-wide scheme of things. He asked if it was basically <br /> voluntary or if it was mandatory. He asked how they plan on working <br /> within the State-wide water plan. <br /> Jackie McCauley, EBMUD, said what this Committee is working on is <br /> conservation as one of the elements that can meet long-range water <br /> needs. She said this Committee was asking for City Council input on <br /> their recommendations. <br /> Council Member Glaze said it would be a good idea to encourage people <br /> to replace their toilets with Ultra-Low-Flush Toilets. He said he <br /> feels that is going on the right track. He said he is hesitant to <br /> endorse the idea of reducing turf size because the drought has resulted <br /> in a condition where those who can pay to keep their turf alive do. He <br /> noted the differences in the San Ramon area where lawns are still <br /> green, even though that area is more arid. He said he was happy to <br /> hear that residents in San Leandro who utilize wells are being provided <br /> back-flow preventers at no cost. He said he has heard a number of <br /> compliments from residents about the EBMUD employees involved in this <br /> program and that they are very cooperative and helpful . He said EBMUD <br /> should encourage the use of well water. <br /> Council Member Corbett said there is turf-area reduction occurring in <br /> San Leandro and that those people should be encouraged and <br /> congratulated. She asked if EBMUD planned on sending the questionnaire <br /> to their users. EBMUD said they did not plan on sending it, they were <br /> asking for input from the City Council . <br />
