• <br /> Minutes - San Leandro City Council Meeting - January 6, 1992 Page - 8 - <br /> NEW BUSINESS (continued) <br /> Mayor Karp noted that many people are using drought-resistant plants <br /> now instead of putting in turf. He suggested the Committee look at the <br /> use of secondary-treated effluent for irrigation. He said San <br /> Leandro's secondary-treated effluent is used for watering Alameda's and <br /> Oakland's golf courses. He noted there is an unused Shell Oil pipeline <br /> that runs from the airport to San Jose which could be used to carry <br /> effluent. <br /> Council Member Perry suggested homeowners' associations be sent the <br /> questionnaire. <br /> Mr. Camica asked if the City Council could help them answer the <br /> question from citizens: Why the East Bay area conserves yet the San <br /> Ramon area uses a lot more water. He said this issue has to be <br /> resolved and a public-information campaign is needed. <br /> Council Member Glaze suggested the water companies develop a rate <br /> structure similar to PG&E's that charges more money for greater amounts <br /> of use and also rewards those who conserve. <br /> Council Member Polvorosa said there should be rebates, all new <br /> buildings should have low-flush toilets, and remodeling should be made <br /> cost effective. <br /> Council Member Santos noted that the League of California Cities would <br /> be introducing a plan to address this issue on a State-wide basis. <br /> Mayor Karp said he had heard there might not be enough water to supply <br /> the bottlers in the area and asked if this was true. <br /> C.
