An Ordinance Adding Article 15 to Title VII, Chapter 5 of the San <br /> Leandro Municipal Code, Relating to Building Security. No action was <br /> taken. <br /> E. Resolution Adding Chapter 8 to Title 5 of the San Leandro <br /> Administrative Code, Relating to Building Security Standards. No <br /> action was taken. <br /> Kathy Ornelas, San Leandro Police Department, said approximately 1-1/2 <br /> years ago the matter of a building security ordinance was brought <br /> before the City Council . She said at the City Council 's direction a <br /> citizen review committee consisting of representatives from the real <br /> estate, housing, development, reconstruction, security and housing <br /> equipment industries was formed. She said the committee reviewed and <br /> revised the building security recommendations and put them together in <br /> the form of an ordinance and standards. <br /> Mayor Karp said he felt another Work Session was necessary for an <br /> explanation to the City Council on how the committee arrived at some of <br /> the requirements. He referred specifically to burglar-proof glass. <br /> Council Member Faria noted that he had talked to Ms. Ornelas earlier in <br /> the day. He said he was very concerned about the Administrative Code <br /> part of the requirements, particularly the requirements related to <br /> retrofitting. He said he felt the recommended Administrative Code <br /> section was very complicated as it related to testing. He said he <br /> agrees with the building security concept but feels the proposal is too <br /> complicated. <br /> Council Member Perry said she was concerned that it was difficult to <br /> refer back and forth to the requirements in the ordinance and the <br /> Administrative Code. She also questioned the requirements for existing <br /> homes, such as illuminating house numbers, and asked whether senior or <br /> low-income assistance had been considered. <br /> Mayor Karp noted a Work Session was necessary. No action was taken on <br /> the ordinance or resolution (Items D and E above) . <br />
