Matter of Durant Avenue and Foothill Boulevard Neighborhood Improvement <br /> District. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bill Algire, Director of Engineering and Transportation, said <br /> staff recommends the City proceed with the Durant Avenue and Foothill <br /> Boulevard Neighborhood Improvement District because of concerns <br /> regarding safety and public health in the North Area. <br /> He discussed the limits of the improvements on Durant Avenue and on <br /> Foothill Boulevard. He referred to overhead exhibits designating the <br /> areas requiring installation of improvements. He said 65 of the 108 <br /> properties in the area would be affected by the improvement District. <br /> He noted in 1978 a request was made to widen Durant Avenue, but it was <br /> found the boundary line between the cities of Oakland and San Leandro <br /> needed to be modified. He said in 1988 that boundary change was <br /> approved. <br /> He said there have been a number of calls recently from residents <br /> concerned about a lack of sidewalks and poor drainage in the area. Mr. <br /> Algire showed slides of the area. He said the project proposes <br /> installation of missing sidewalks and construction of a number of <br /> wheel -chair ramps, and construction of curbs and gutters where none <br /> presently exists. He described problems with dirt eroding from <br /> sidewalk areas into the City's drainage system, problems with parking <br /> due to lack of curbs and gutters, safety problems because there is no <br /> curb and gutter to stop vehicles, the lack of appropriate street trees, <br /> and inability to sweep streets adequately because of the lack of curbs <br /> and gutters. <br /> Mayor Karp noted that, with the exception of street trees, this project <br /> would be paid for with gas-tax funds. <br /> Mr. Algire discussed the cost of the project. He said normally this <br /> type of project is done through an outside assessment engineer, but <br /> staff is recommending the City Engineer be designated the engineer of <br /> record and the City front-end the total cost and provide various <br /> mechanisms to allow property owners to pay for the cost of the work, <br /> including: payment of the assessment as soon as construction is <br /> completed, City provision of low-interest loans with a five-year pay- <br /> off period, or financial assistance through the City's housing <br /> rehabilitation program or rental rehabilitation program. <br /> Mr. Algire discussed the chronology of activity that has taken place on <br /> this program, including notice packages to property owners asking for <br /> input and a Town Hall Meeting held in January. He discussed the <br /> schedule for construction. <br /> Council Member Corbett noted this project addresses not just appearance <br /> but also health-and-safety issues. She asked if Mr. Algire was <br /> requesting Council direction regarding the three mechanisms for <br />
