Minutes - San Leandro City Council Meeting - March 2, 1992 Page - 14 -
PUBLIC HEARINGS (continued)
property-owner payment or if that would come later. He said staff
would ask for direction in that area at a later time but would ask that
all three options be made available.
Council Member Polvorosa asked if existing trees, particularly new
trees, would be replaced if they are the type that damage sidewalks.
Mr. Algire said, if the property owners installed the trees themselves,
staff would work with the property owner to put in the right type of
replacement tree at City expense.
Mayor Karp noted the City of Oakland had paved both the San Leandro and
the Oakland side of the street when they repaved Foothill Boulevard.
The Hearing was then opened to the public.
Bill Donovan, 3027 Middleton Street, Oakland, said he owns the property
at the corner of Durant and Bancroft. He said he would like to know
how many accidents have occurred at that corner. He feels there have
been a number of accidents. He said there had been a tree there, but
it appeared to have been hit by a car and has been removed. He asked
why a traffic signal was not installed at that corner instead of a stop
sign.
Mayor Karp suggested Mr. Donovan talk to Kathy Ornelas, Community
Relations Representative, who would get the information for him.
Loren Worm, 581 MacArthur Boulevard, President of the North Area
Business and Professional Association, said the City has spent a
considerable amount of money in the North Area and the area is
beginning to look good. He said the problems discussed tonight need to
be addressed, and this project would be a bargain for the City. He
noted there was a large pothole at the entrance to the Chinese
restaurant on MacArthur Boulevard that has been filled with old
foundation material and is a hazard. He recommended the City proceed
with the project.
Council Member Santos commended the Broadmoor Neighborhood Association
representative, Christine Scobee, for the Association's offer to assist
people in any way possible.
Council Member Corbett said she appreciates staff's efforts to reach
all of the affected public and appreciates their sensitivity in
developing the three methods of payment.
There being no further comments from the public, on motion of Council
Member Santos, seconded by Council Member Polvorosa, and carried
unanimously, the Public Hearing was closed.
