Minutes - San Leandro City Council Meeting - March 2, 1992 Page - 9 - <br /> NEW BUSINESS (continued) <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 92-54 (1968) <br /> RESOLUTION ESTABLISHING ELECTION PRECINCTS; <br /> DESIGNATING POLLING PLACES; <br /> APPOINTING ELECTION OFFICERS AND ESTABLISHING <br /> COMPENSATION FOR SUCH ELECTION OFFICERS FOR THE <br /> APRIL 14, 1992 <br /> GENERAL MUNICIPAL ELECTION <br /> Introduced by Council Member Corbett, who moved its adoption, seconded by Council <br /> Member Polvorosa, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> I . An Ordinance Repealing Ordinance No. 92-02 and Making This Matter an <br /> Urgency Measure to Take Effect Immediately, Pursuant to Section 1-1- <br /> 345(c) of the San Leandro Municipal Code Because It Relates to Public <br /> Improvement Proceedings. <br /> Council Member Santos noted a letter that appeared from James Gibbons <br /> in The San Leandro Times which said the World War II blue-collar <br /> society had passed into history and said bad education, bad streets, <br /> and other problems in cities could result in San Leandro becoming an <br /> urban slum. <br /> He noted an update which had been received from Mike Oliver which said <br /> all cities throughout the Country are having financial problems, and <br /> cities are bearing the burden of cutbacks by the State and Federal <br /> governments. <br /> He discussed an article which said cities do not have tax options, and, <br /> as taxes increase in cities, people move to the suburbs. He said <br /> everyone who lives in San Leandro must be concerned because, if cities <br /> do not have the finances necessary to provide services the citizens <br /> demand, San Leandro, along with all other cities, will deteriorate like <br /> big cities have. He discussed a recent press release from the Acting <br /> City Manager and requested that the press release be available to <br /> citizens to show what the City Council has been attempting to do to <br /> balance the budget. He said the City will have to continue to cut <br /> back. <br />
