Minutes - San Leandro City Council Meeting - March 16, 1992 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> In response to questions from the City Council , staff indicated the <br /> Best/Ruan property was not part of this Public Hearing and would be <br /> considered in the next Hearing as a separate matter. <br /> The Hearing was then opened to the public. <br /> William Taylor, 915 Grant Street, Alameda; 333 Market Street, San <br /> Francisco, Representing the Applicant, congratulated the City Council <br /> on selecting Mike Oliver as City Manager. He said he has worked with <br /> Mr. Oliver and finds him cooperative and efficient. <br /> Mr. Taylor said opposition from Larry Norry has scared prospective <br /> tenants off. He said his clients have tried for three years to find a <br /> suitable use for the property. He said they have an $800,000 <br /> investment in the property as well as $62,000 in permit fees. <br /> He said the property has undergone a distinct and significant change in <br /> appearance from its former appearance. He said there have been <br /> improvements to the site, including landscaping and a new building. He <br /> said the property owners represent 35 years of business. He said the <br /> Texeira family is committed to San Leandro and has shown it in many <br /> ways. <br /> He said they need to change the zoning to accommodate the uses for this <br /> property. He said 4.5 acres of property are sitting fallow because the <br /> I-P zoning does not allow an effective use of the property. He said <br /> his clients do not look upon this as a blank check to put in a fly-by- <br /> night operation. They are looking for responsible tenants and were <br /> upset when Clementina, a prospective tenant, withdrew from the project. <br /> He said his clients met with Mr. Norry and the Mulford Gardens <br /> Improvement Association and tried to come to some agreement but have <br /> been unable to do so. He said since Foster Farms was unsuccessful in <br /> locating at this site there has been a dark cloud on the property which <br /> can only be removed by granting the Appeal and allowing East Bay <br /> Leasing Corporation to find a responsible tenant. <br /> Mr. Taylor said they are working with some prospective tenants, and <br /> they are looking for clean uses for the property. He said staff told <br /> the property owners that a pallet yard was not a suitable use of the <br /> property so the property owners initiated a lawsuit to have the pallet <br /> yard removed. He said his clients have the City's and neighborhood's <br /> best interests at heart. <br /> Larry Norry, 2532 Williams Street, President of Mulford Gardens <br /> Improvement Association, said his Association opposes the rezoning of <br /> the property and wants it to remain I-P. He said the Planning <br /> Commission and City Council agreed on the I-P zoning to make Neptune <br /> Drive more presentable and blend in with the neighborhood. He said Mr. <br /> Texeira agreed to the I-P zoning as long as he could maintain his 8- <br /> foot setback and not have to go back 20 feet. He said it was agreed <br />
