Minutes - San Leandro City Council Meeting - March 16, 1992 Page - 13 - <br /> PUBLIC HEARINGS (continued) <br /> Larry Norry said an alternate route from Polvorosa Street down to <br /> Neptune Drive was presented to Mr. Texeira by the East Bay Regional <br /> Parks District and arrangements had been made with the District to put <br /> this route in, but the District was told by the former City Manager, <br /> Dick Randall , that this was not acceptable. <br /> William Taylor, said there have been five potential users for the <br /> property. He said three never got to staff because the owners felt <br /> they were incompatible with the neighborhood; and, he reiterated, they <br /> are not looking for a blank check on the I-2 use but are looking for <br /> the opportunity to put in responsible tenants. <br /> There being no further comments from the public, on motion of Council <br /> Member Faria, seconded by Council Member Glaze, and carried <br /> unanimously, the Public Hearing was closed. <br /> Council Member Santos said after being elected he was told about the <br /> situation on Neptune Drive. He said the location of the Oyster Bay <br /> Park entrance was established in 1972 and was dedicated to the Park, <br /> and the Park District was told they would always have ingress and <br /> egress from Williams Street. <br /> He said meetings have been held with the community, and the community <br /> said they would rather not have the road cut through, but they would <br /> accept it without a mitigation plan. He said, however, the agreement <br /> was reneged upon by the community and nothing was done in that area. <br /> He said he knew without a second roadway there would be these kinds of <br /> problems. He said the people of San Leandro support economic <br /> development and business retention. <br /> Mayor Karp said when the Park was being turned over from Oakland <br /> Scavenger Company to the East Bay Regional Parks District it was <br /> decided there should be some compromise position. He said he suggested <br /> entrances off Davis Street and Williams Street and also the idea of <br /> bringing Polvorosa in to relieve traffic on Williams Street. He said <br /> the homeowners association fought them in every way on this idea. He <br /> said it was noted then that only one entrance would create a problem. <br /> He said as far as the property itself, there is I-2 adjacent to it, <br /> separated by a railroad track, and Mr. Texeira is being deprived of the <br /> property rights enjoyed by his neighbor. He said the area has been <br /> cleaned up and has seen major changes and improvements, and he thinks <br /> future Conditions on 1-2 property will protect it. <br /> Council Member Glaze said his only hesitation is that he feels rezoning <br /> the property is like giving a blank check because Conditions cannot be <br /> applied. He was concerned that, although the property could be rezoned <br /> to I-2, Mr. Texeira might not own it in the future and anything could <br /> be put on the site. <br />
