Minutes - San Leandro City Council Meeting - March 16, 1992 Page - 18 - <br /> PUBLIC HEARINGS (continued) <br /> proposed architecture, the proposed new entry facade with the new K- <br /> Mart logo, and the interior remodeling. He said the site would be <br /> completely refurbished with extensive re-landscaping. He said the <br /> existing Myoporum trees, which have destroyed the sprinkler system, <br /> would be removed. The height of the berm would be reduced and new <br /> irrigation and 24-inch box trees and shrubs would be planted. <br /> Council Member Corbett asked if the trees would be evergreens and if <br /> they would grow quickly. She also asked if there would be new planting <br /> in the parking lot and asked questions regarding dedication of the 10- <br /> foot right of way. Mr. Weisbrod said the trees were intended to be <br /> evergreen, with underplantings of shrubs; and the right of way, which <br /> would be dedicated, would be landscaped until Washington Avenue is <br /> widened. <br /> In response to questions from the City Council , Mr. Weisbrod said <br /> maintenance problems have existed on the property because the property <br /> owner has retained the right to maintain the property. He said, as <br /> part of the agreement for the Planned Development amendment, K-Mart <br /> will take over the maintenance of the site; and this is a Condition <br /> that is included in the Conditions of Approval . <br /> Council Member Perry asked how shopping-cart retrieval would be <br /> handled. Mr. Weisbrod said K-Mart currently utilizes a service that <br /> retrieves the carts on a daily basis. Council Member Perry noted there <br /> are still a number of K-Mart carts out in the neighborhood. <br /> In response to questions from the City Council , Mr. Weisbrod indicated <br /> openings could be made in the berm area where people currently walk <br /> over the berm, and those walkways could be installed near the existing <br /> crosswalks. <br /> Eric Mifkovic, President of HMR Architects, Inc. , 2130 - 21st Street, <br /> Sacramento, Representing K-Mart, said they have worked with staff since <br /> last August, and then with the homeowners associations, and tried to <br /> identify the associations' concerns. He said the result is a list of <br /> 40 Conditions applied to the project by the Planning Commission. He <br /> said K-Mart is in agreement with all of the Conditions, and they are <br /> trying to bring the project back into local control . <br /> He said landscaping and site maintenance problems have occurred because <br /> there is a remote owner who was unwilling to allow K-Mart to maintain <br /> the site. He said the owner has agreed to forego maintenance <br /> responsibility and to let K-Mart take over maintenance of the site. He <br /> said there will be someone at K-Mart directly accountable for <br /> maintenance. He said K-Mart is trying to upgrade its image. He said <br /> the Manager of the store has hired a daily service that retrieves the <br /> carts, and they would be agreeable to have a service contract in the <br /> Conditions of Approval . He said he believes the major concerns of the <br /> neighborhood have been addressed. <br />
