He said there is pilferage and stealing in the area, and the <br /> whole parking lot should be watched by K-Mart. He said the existing <br /> shrubbery in the parking lot near the store is a hazard because of site <br /> distance. Mr. Weisbrod said the Planting Plan would be reviewed by the <br /> Traffic Engineering Division. <br /> Florence Ruha, President of Floresta Homeowners Association, 3745 Anza <br /> Way, said she was concerned because no one from the corporate office <br /> for K-Mart was at the Hearing, and managers of the store change. She <br /> said there were Conditions that were applied in 1976, but the store did <br /> not live up to them, and the property owner never maintained the area. <br /> She asked if the City would do work and charge the store if the store <br /> did not maintain the area. She said the shopping carts are found all <br /> over Washington and Floresta, and the parking lot is in bad condition. <br /> She said there are five exit doors in the store, and the ones in the <br /> back are often locked and people could not use them in the event of an <br /> emergency. She said the City's Battalion Chief said the doors must <br /> remain open during business hours, and K-Mart does not adhere to these <br /> Conditions. <br /> Larry Norry, President of Mulford Gardens Improvement Association, 2532 <br /> Williams Street, asked, if K-Mart makes up its lost business from <br /> Target, will Target be in a hardship position, and have they been <br /> notified. He said people do not live up to Conditions that are <br /> applied. <br /> Eric Mifkovic said he will ensure the shrubbery which is currently <br /> causing a sight-distance problem is cut down as soon as possible. He <br /> said the carts are being retrieved daily and that will continue. He <br /> said an overlay will be applied to the parking lot and it will be re- <br /> striped. <br /> Robert Swank, Manager of K-Mart Store, said he will deal with the <br /> shopping carts. He said the patio doors will remain open during <br /> business hours from now on. <br /> In response to questions from the City Council , Mr. Swank said a <br /> security team is out in the parking lot several times each evening, and <br /> the lights are left on until 9:30 p.m. <br /> Mr. Mifkovic said K-Mart has taken over maintenance of the site, and <br /> the store Manager will be accountable for seeing to maintenance. He <br /> said staff would have a specific contact, Mike McDaniel , in charge of <br /> the Real Estate Division for the Western United States, who would be <br /> responsible. <br />
