Minutes - San Leandro City Council Meeting - April 6, 1992 Page - 24 - <br /> PUBLIC HEARINGS (continued) <br /> John Popovich, 555 Doane Street, San Lorenzo, said he has lived in San <br /> Lorenzo for 41 years but in 1931 he lived at the Robert's Landing site <br /> when he worked for Trojan Powder Company for 6 years. He described <br /> work he did for Trojan Powder Company. He said the surface of the land <br /> in the area has been reworked many many times and it does not seem to <br /> bother the wildlife. <br /> Greg Hickey, 15400 Montreal Street, said he agrees the area looks bad, <br /> but said the City has been negligent because it has permitted ATV's and <br /> motorcycles onto the site. He said he lives close to the area on <br /> Lewelling Boulevard and has concern regarding noise. He said the <br /> planes bother him a lot and noise gets to be a problem. He said he <br /> doesn't think the mitigation can take care of noise. He said he hopes <br /> the City Council will insist upon additional soundproofing on the homes <br /> besides just windows and doors. He said mechanical ventilation just <br /> means a blower switch. He said he does not see how orienting of the <br /> houses will deal with noise. He said he is concerned regarding noise, <br /> traffic, schools, and busing. <br /> Larry Smith, 958 Arguello Drive, said he would rather see the City <br /> Council err on the side of environment and have a cat ban and a water <br /> buffer zone. He said the environment needs every bit of protection it <br /> can get. <br /> Kathy Sanchez, President of Marina Gardens Homeowners Association, <br /> 14723 Doolittle Drive, said her group opposes the General Development <br /> Plan, the EIR, and the removal of Condition No. 5. She said they are <br /> concerned regarding removal of Criteria #5 for consideration of the <br /> General Development Plan. She said at the Planning Commission Hearings <br /> Ed Alvarez said he felt they had complied with the requirements for the <br /> PEA. She said two Planning Commissioners voted against the EIR and <br /> some complained regarding the timing on this project. She asked why <br /> the City would do all this work before the PEA is completed, in light <br /> of the history of the Trojan property. She said this was a superfund <br /> site and it was only removed because the criteria changed. She said <br /> the City should not consider this plan without making proper studies. <br /> Council Member Santos noted the Marina Gardens Homeowners Association <br /> has never asked him or any of the Council Members to address them. He <br /> asked if this project is not developed, what would the Homeowners <br /> Association do to help the City pay for its financial liability. He <br /> asked if they are willing to pay or go to other citizens and tell them <br /> that they would need to assist in paying for the City's liability. <br /> Ms. Sanchez said she felt the City had an alternative to the two-step <br /> dredge spoils disposal plan in that they could dispose of the spoils at <br /> the Alcatraz site. She said she was also concerned that there was a <br /> proposal to put a bridge for transporting the dredge material right <br /> across from her property, using Doolittle Drive. <br />
