Minutes - San Leandro City Council Meeting - April 16, 1992 Page - 7 - <br /> PUBLIC HEARINGS (continued) <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 92-87 (1135) <br /> RESOLUTION APPROVING AND CONFIRMING <br /> THE ATTACHED, ITEMIZED ACCOUNTING OF <br /> ENFORCEMENT AND ABATEMENT COSTS <br /> RELATED TO THE PROPERTY LOCATED AT <br /> 377 HERMA COURT AND <br /> AUTHORIZING THE CITY TO PLACE A LIEN <br /> ON THE REAL PROPERTY <br /> IF THE FULL AMOUNT IS NOT PAID BY AUGUST 3, 1992 <br /> Introduced by Council Member Faria, who moved its adoption, seconded by Council <br /> Member Glaze, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa; <br /> Mayor Karp ( 6 ) <br /> NOES: Council Member Santos ( 1 ) <br /> ABSENT: None ( 0 ) <br /> B. Matter of Adoption of Proposed Zoning Code, Dated April 16, 1992, and <br /> Adoption of Negative Declaration. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Steve Emslie, Planning Manager, said the City Council had <br /> received the Planning Commission's recommendation for approval of a <br /> comprehensive Zoning Code prepared over a period of three years. He <br /> said a Zoning Code Advisory Committee was formed, and he discussed <br /> membership of the Committee. He said a working draft was prepared and <br /> reviewed by the Zoning Code Advisory Committee over nine separate <br /> meetings. He said a revised draft was prepared in the Fall of 1991 and <br /> discussed with the City Council at a Work Session. He said, as <br /> directed by the City Council , staff worked to make the draft more <br /> readable and user friendly, made many modifications, and held a number <br /> of hearings. He said the objectives of staff in preparing the Zoning <br /> Code were to prepare a comprehensive document that puts all of the <br /> piece-meal Code amendments which have occurred over the years into one <br /> readable document, to streamline the review procedures, to reduce <br /> processing time, and to encourage quality development in a thoughtful <br /> and meaningful way. <br /> He said approval of the Zoning Code will be implemented in two steps. <br /> He said the City Council was being asked tonight to adopt the text of <br /> the Code. He said the second step would be adoption of Zoning Maps for <br /> various sections of the City. He said there would be separate Public <br /> Hearing processes that would require Planning Commission hearings, Work <br /> Sessions, and public review and comment, and this would be done toward <br /> the end of the year. <br />
