Minutes - San Leandro City Council Meeting - April 20, 1992 Page - 17 - <br /> PUBLIC HEARINGS (continued) <br /> Art Laird, 719 Oakes, said his mother lives next door to the property <br /> on Pacific Avenue and has been there for over 40 years. He said, <br /> originally, her house was four houses from the corner. He said when <br /> the City bought the property there were problems with transients in the <br /> vacant houses. He asked why the City bought the property if they did <br /> not need all of it to widen the street and why they left it vacant. He <br /> said his mother's property is now about 12 feet away from the property <br /> line and she will be looking at a wall or landscaping or a parking lot. <br /> He said she can't develop her property without tearing down her house. <br /> He said the noise, etc. , will disturb her and her property value has <br /> gone down. He said the size of her lot is 50 x 250 feet. He said he <br /> objected to the P zoning because his mother wasn't given an opportunity <br /> to sell to the City and now she's going to be sitting next door to a <br /> business. <br /> Bill Rugg, Development Director, said the property adjacent to Mr. <br /> Laird's mother's property was already zoned P. He said her property <br /> has always been next to the P District, even when Mr. Bellini owned it. <br /> He said although there were residential uses on the property, it was <br /> zoned P. <br /> Mr. Laird said there was no reason to tear out buildings to widen Davis <br /> Street. Mr. Rugg said there would be no building next to Mr. Laird's <br /> mother's property. There would be a fence or wall and this would be <br /> part of the Development Plan and staff would be happy to work with Mr. <br /> Laird's mother on this matter. <br /> In response to questions from the City Council , Mr. Rugg said the Davis <br /> Street Corridor Plan provided for a parking lot adjacent to Mr. Laird's <br /> mother's house. He said problems regarding walls, lighting, etc. , <br /> would be worked out as part of the Development Plan. <br /> Mr. Laird said he felt there was still a problem if his mother had to <br /> look at a wall or a parking lot. <br /> There being no further comments from the public, on motion of Council <br /> Member Perry, seconded by Council Member Santos, and carried <br /> unanimously, the Public Hearing was closed. <br />
