He said a Green Earth Policy must be <br /> implemented, and it is time to stand up against all cancerous <br /> development. He showed two slides, one of Robert's Landing, denoting <br /> it as a portion of a living organism. He said its contents are <br /> restricted to its habitat, with no means of relocating. He said an <br /> environmental specialist said there had been no effect on the mice in <br /> the area, and he asked if this had been proven scientifically. He also <br /> showed a slide of Robert's Landing in 1988, exhibiting debris on the <br /> site. He said the debris had been cleaned up by volunteers. He said <br /> prior to the erection of the barrier on Lewelling Boulevard illegal <br /> dumping had occurred and was allowed by the City. He said the City now <br /> must clean up the area and should not do that through development. <br /> C. Milon Dobro, Regional Manager, Golden State Mobile Homeowners League, <br /> and President, Hayward Mobile Homeowners Association, distributed <br /> copies of a lease which had been prepared by Western Mobile Homeowners <br /> Alliance. He said this type of lease was given to mobile homeowners in <br /> non-rent-control areas. He read and discussed different aspects of the <br /> lease which he felt are detrimental and confusing to mobile homeowners. <br /> He discussed the ways in which rents can increase under this lease. He <br /> said this type of lease would not be acceptable to potential apartment <br /> renters, but mobile home owners feel forced to take this kind of lease <br /> because they cannot just pick up their home and move. He said mobile <br /> home owners can only expect to get impartial protection through their <br /> elected officials. He said if park owners refuse to comply with laws <br /> now, mobile home owners must petition for mediation and may be exposed <br /> to expensive lawsuits. He said the United States Supreme Court has <br /> ruled in favor of rent control , which allows cities to put a control on <br /> site transfers when mobile homes are sold. He said if the City does <br /> not pass a rent-control ordinance, park owners can increase the rent to <br /> new buyers, which threatens the equity of existing owners. He asked <br /> for support of a rent-control ordinance. <br /> D. Jeff Houston, 1465 Burkhart Avenue, spoke regarding the Resolution to <br /> approve the Environmental Impact Report on Robert's Landing. He said <br /> items A, B, and C, as shown on page 25, are contingent upon the 404B <br /> permit from the Corps of Engineers and could be dropped off the list if <br /> Citation does not get the permit. He said the value of open space must <br /> also be considered in item I if Citation does not enhance the remaining <br /> open space if they implement the "No Fill " Plan. He asked that the <br /> Resolution specify that these items are only overriding considerations <br /> if the 404B Permit is approved but do not apply if it isn't approved. <br /> He said Item I contradicted Item B because Item B said 127.4-acres of <br /> habitat open space and Item I said 125.9 acres of habitat open space <br /> and asked if this was a typographical error. He said this type of <br /> confusing information happens when a project is fast-tracked. He said <br /> he thinks it's ironic that the City supports a clean Bay when for years <br /> they have ignored Robert's Landing. He said the Corps of Engineers had <br /> asked the City for years to stop dumping. He also noted that <br /> motorcycles and 4-wheel -drive vehicles have gone out on San Leandro's <br />
