He said if the City were really concerned about <br /> preserving the Bay they would have done something about the degradation <br /> of the property. <br /> Mayor Karp said he has taken a leadership role in cleaning up the Bay <br /> but has not seen Mr. Houston cleaning up the Bay. Mr. Houston said he <br /> has participated in the Shoreline Cleanup. <br /> E. John Rogers, Director of the Coalition for Responsible Airport <br /> Management Policy (CRAMP), said he does not object to the Robert's <br /> Landing project. He said he was not at the Public Hearing because he <br /> was dealing with problems Alameda has caused related to the airport <br /> expansion. He said San Leandro's agreement related to the airport may <br /> cause the same types of problems because the present disclosure <br /> statement is the same as Alameda's. He discussed documents he had <br /> given to the City Clerk. He said the Citizens League for Airport <br /> Safety and Serenity based in Alameda has been recruiting San Leandro <br /> residents to fight airport expansion. He said he was asking the City <br /> Council to consider a supplemental disclosure for all the property, <br /> which the City Council has the authority to do under Civil Code <br /> 1102.6a. He said the more airtight the City Council makes the <br /> disclosure the fewer problems it will have down the road. <br /> Mayor Karp said that is what the City is doing. He suggested Mr. <br /> Rogers meet with the City Attorney and discuss possible long-term <br /> solutions. <br /> F. Clark Brown, 747 Lewelling Boulevard, thanked the City Council for all <br /> their work in considering rent control for the mobile-home issue. He <br /> said he moved into his home in 1983 and thought he would be able to <br /> sell without a problem. He said about a year later the owners of the <br /> park started refusing to let people sell . He said he was ready to <br /> purchase a 20-foot-wide home in Hayward for less rent than he was <br /> paying for his 8-foot-wide home in San Leandro. He said this was in a <br /> rent-controlled park. He said he received a rent increase every year <br /> until 1991 . He said he has done a lot of research on mobile-home law. <br /> He said he has met with tenants and made them familiar with mobile-home <br /> law and has gone to court on rent issues. He said there are a number <br /> of problems with trying to communicate with other tenants. He said the <br /> main issue is that many people who are involved in mobile homes are <br /> elderly, on limited incomes, and are having problems paying the rent <br /> and putting food on the table. <br /> In response to questions from Council Member Santos, he said his park <br /> does receive Cable TV service. He said the only facilities they have <br /> are washrooms. He said people lose 90% of their investment when they <br /> take their homes out of the park, and the City Council should consider <br /> the quality of a park when instituting rent control . <br />
