Paul Deffenbach, Western Mobilehome Association, 307 South B Street, <br /> San Mateo, CA, spoke regarding the lease submitted by Mr. Dobro. He <br /> said the lease was for the City of Pittsburg, not for San Leandro. He <br /> said Mission Bay had negotiated a lease between the owners and tenants, <br /> but it fell through because some of the tenants did not concur. He <br /> said the issue related to mobile-home parks is whether it is good <br /> policy for the City of San Leandro to adopt rent control or any kind of <br /> control . He said he thinks the parks in San Leandro have done really <br /> well . The rent increase in his park last year was 4%, which he said is <br /> by no means gouging. He said there has been nothing in writing yet <br /> from the City Council on the recommendations of the Mobile Home <br /> Committee. He spoke regarding City officials taking a role in <br /> protecting homeowners. He said City officials end up in the middle of <br /> a legal quagmire. He said rent control makes relationships in parks <br /> even worse. He noted the City of Hayward has a $659,000 deficit as a <br /> result of rent control . He said older trailer parks in San Leandro may <br /> not stay in business with rent control , and this will erode affordable <br /> housing. <br /> H. Sandra Nielsen, One of the Owners of Sandev Mobile Home Park, said de- <br /> control is not a rent increase, it is new rent on a new tenant. She <br /> said her park has a pool , recreation hall , washroom, large lawn, and <br /> activities for seniors, among other amenities. She said her insurance <br /> has gone up 300% and her City fees have gone up 1,000%, as well as an <br /> increase in pool maintenance, asphalt work, etc. She said there are <br /> reasons for raising the rent. She said it is necessary to maintain the <br /> park, and she also expects to make a reasonable return on her <br /> investment. She said Bal Trailer Court is selling. She noted several <br /> park owners have attempted to call Council Member Perry and left <br /> messages but did not receive return phone calls. <br /> Council Member Perry said there have been no messages left on her <br /> machine. <br /> Ms. Nielsen noted that several meetings of the Mobile Home Committee <br /> were held. She said one of the meetings was supposed to be for mobile- <br /> home-park owners only, but the residents were permitted to speak. <br /> Council Member Glaze said all of the meetings were open to everyone. <br /> He said the park owners were asked to hold their comments until the <br /> last meeting so they could respond to issues and problems and offer <br /> solutions, but the owners insisted on speaking at the other meetings. <br /> Ms. Nielsen said the mobile-home-park owners would like to have another <br /> meeting because not all the park owners wanted to get up and talk at <br /> the other meetings. <br /> Council Member Perry said it had been difficult to set up dates for <br /> these meetings. She said the meetings were designed so that park <br /> owners could hear from residents at the first two meetings and respond <br /> at the third meeting. <br />
