t <br /> Minutes - San Leandro City Council Meeting - April 20, 1992 Page - 6 - <br /> PUBLIC COMMENTS (continued) <br /> Council Member Glaze said the Committee is simply making a <br /> recommendation to the City Council tonight, and nothing would be <br /> approved at this time. <br /> Ms. Nielsen said she did not feel the Committee had received all the <br /> input from all of the owners. She said she is offering an arbitration <br /> clause to her tenants. <br /> Council Member Perry asked if Ms. Nielsen allowed flyers to be <br /> distributed in her park. <br /> Ms. Nielsen said park owners are tired of government intervention. She <br /> said rent control won't help people who really need the help. She said <br /> people who really need help cannot afford additional fees to pay for <br /> rent control . She said the owners don't want to pay for rent control , <br /> and it could cost from $6,000-$8,000 per year per park. She said she <br /> doesn't think there's any rent gouging or reason for expensive, rent- <br /> control ordinances. She said she thinks this will spread to apartments <br /> as well . <br /> I . Christine Scobee, 495 Fortuna Avenue, asked Mayor Karp to clarify his <br /> statement that there had been a number of Hearings related to Robert's <br /> Landing. She said there had only been one Hearing since the Final EIR <br /> came out and speakers were only allowed three minutes each after 11 :30 <br /> at night. <br /> Mayor Karp said he had extended the time allowed each speaker. He said <br /> the Planning Commission held four Public Hearings in addition to the <br /> City Council Hearing. He said he had offered to give Ms. Scobee more <br /> than three minutes to speak. Ms. Scobee said since the Final EIR only <br /> one Hearing had been held, with the three-minute time limit. She said <br /> she had only prepared for three minutes of testimony at that time. She <br /> said, had she known she'd have had more time to speak, she would have <br /> prepared more testimony. <br /> Mayor Karp noted there were four Public Hearings on Robert's Landing <br /> and her comments had been documented. He said there had been more than <br /> ample time to submit letters and documentation. He noted he had <br /> extended the three-minute limit for her at the City Council Public <br /> Hearing, but she refused to take more time. <br /> Ms . Scobee said the project was not described until the Final EIR came <br /> out, and since that time there had only been one Public Hearing. She <br /> said someone who wanted to make a thoughtful comment on the project <br /> could not do so based on a draft document. She asked for clarification <br /> that there had been several Hearings on the project; she said the <br /> Hearings concerned the project but were not on the project itself. She <br /> said there was only one Hearing on the project which was not held until <br /> the FEIR was produced. <br />
