Minutes - San Leandro City Council Meeting - April 20, 1992 Page - 7 -
PUBLIC COMMENTS (continued)
She asked if the City Council knew of any thriving salt marsh harvest
mouse habitats side-by-side with a major housing development or of any
storm sewer ponds that function as thriving habitat areas.
J. Geno Pechinni , Washington Manor Resident for 33 Years, said he has
attended many Planning Commission Meetings regarding Robert's Landing.
He said he has heard residents speak against the project and has heard
members of the building trades who don't even live in San Leandro speak
in favor of the project. He said he opposes this project because it
will create traffic, school and wildlife habitat problems. He said it
appears the wealthy people in the hills are listened to but those in
the flat lands are ignored. He said the Robert's Landing habitat area
is now created by two adult mobile-home parks to the north, with access
via Lewelling Boulevard and the shoreline trail . He said the proposed
Citation project would be isolated from the rest of the community, with
access only via Lewelling Boulevard. He said 760 units will cause
increased traffic and damage to the habitat by children and pets. He
said the town houses are high density and will cause problems because
they will become rental units. He said he is opposed to the
development and wants to see the wildlife habitat preserved.
Mayor Karp noted that people from Castro Valley, San Lorenzo, and
Hayward have also spoken against the Robert's Landing program.
K. Lou Filipovich, 15376 Laverne Drive, said, at the April 6 Council
Meeting, Council Member Santos asked the audience if they had any
suggestions on how to respond to the $7,000,000 deficit. Mr.
Filipovich said at that time he had a solution. He said, since then,
he has heard the deficit will probably be $14,000,000; and he feels it
will probably grow to $20,000,000.
He said within two years he plans to run for Mayor. He said he has
documents related to the Airport-Citation agreement and the documents
are a can of worms. He said he anticipates referendums, recalls, and
law suits in the next two to four years. He said he does not consider
the $175,000 housing at Robert's Landing as affordable housing and
feels it will actually cost $300,000. He said the site is being over
built and should be limited to one building per acre, similar to 17-
Mile Drive in Monterey.
He spoke regarding the launching of the Princess Lida ship and said the
stern says Princess Lida "San Francisco. " He said there is no shortage
of homes for sale in San Leandro.
Mayor Karp said the ship says "San Francisco" because Mr. Lewis will be
traveling worldwide and people will be able to tell where he's from.
