Minutes - San Leandro City Council Meeting - May 18, 1992 Page - 13 - <br /> NEW BUSINESS (continued) <br /> The following Motion was then introduced: <br /> MINUTE ORDER NO. 92-39 (1016) <br /> MATTER OF NOMINATION OF MEMBER TO <br /> PERSONNEL RELATIONS BOARD <br /> (AT LARGE) <br /> LAYTHON LANDIS <br /> On motion by Council Member Kerr, who moved its approval , seconded by Council <br /> Member Polvorosa, and carried by the following called vote, the City Council <br /> approved the nomination of Laython Landis to the Personnel Relations Board (At <br /> Large) . <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Adoption of a Negative Declaration and Adoption of the Final <br /> Draft of the City of San Leandro Source Reduction & Recycling Element <br /> and Household Hazardous Waste Element. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Council Member Corbett said she would like to see this Public <br /> Hearing continued because the City Council needed additional time to <br /> analyze the report which they had received on Thursday. <br /> Bob Taylor, Director of Public Works Services, said this would not <br /> cause a problem because all cities were in violation because the new <br /> legislation had not been passed. <br /> Council Member Perry concurred with Council Member Corbett and said she <br /> would like to receive some updates on the report and postpone the vote <br /> until June 1, 1992. <br /> Mr. Taylor said there had been no substantial changes from the <br /> Preliminary Draft brought to the City Council in October. He said the <br /> two primary issues were (1) Measure D was in effect when the <br /> Preliminary Plan was done and was shown as a revenue source, but that <br /> situation has now changed and it will be either a fee on all waste at <br /> landfills or a local fee established by the City; (2) Scott Newest MRF. <br /> He said the State has not decided that this kind of composting is <br /> acceptable in reducing the amount of materials that go to the landfill <br /> and a decision is being awaited on this matter. He said the County <br /> Waste Management is in the process of reviewing alternatives for <br />
