Mr. Taylor said the State issued <br /> several grants with no notice. He said several hundred thousand <br /> dollars are being spent on composting solid waste and funds are being <br /> searched for for innovative technology. <br /> Council Member Corbett asked what the status was of the MRF. Mr. <br /> Taylor said Scott Newest does not want to proceed any further or put <br /> additional funds into the work until the State makes its determination <br /> but staff is still working with Scott . Newest and they are still <br /> interested in the project. Mr. Taylor also said other approvals would <br /> be required on the program from Regional Water Quality Control , Air <br /> Resources Control Board, etc. <br /> Council Member Perry asked questions regarding the idea of a regional <br /> facility. Mr. Taylor said contract work on this matter was held up <br /> last month because of lack of a quorum. He said it will come back to <br /> the Authority next month and the process will begin. <br /> Council Member Perry said she was concerned that alternatives would be <br /> expressed in the report and should be outlined for the City Council . <br /> She said she was concerned regarding the definitions of where source <br /> material comes from, if the City must be involved in a regional MRF. <br /> Mr. Taylor said if there is a regional MRF San Leandro's waste credits <br /> would be the same as it would for a local MRF. <br /> Council Member Kerr said he is still Chairman of the Planning Committee <br /> of the Waste Management Authority and said San Leandro has the most <br /> complete plan of any agency in the Authority. He said there is another <br /> firm that is looking into the matter of the regional plan, also. He <br /> said he hopes San Leandro's plan will work out but it is important to <br /> have a fallback plan. <br /> Council Member Faria said some members of the Authority are concerned <br /> about the total amount of money being expended on recycling of green <br /> waste and not on other issues. He said he thinks our plan is the right <br /> plan and we need to make sure the people in Sacramento understand this. <br /> He said re-use of glass in asphalt should be counted toward reduction <br /> of waste, and these types of issues need to be addressed and changed <br /> because the goal of the law was to divert waste from the landfill and <br /> re-uses such as re-use of glass do so. He pointed out that San Leandro <br /> is unique because it has three City Council members actively involved <br /> in this matter -- himself and Council Members Corbett and Kerr. <br /> Mayor Karp said the City has been working on a piece of equipment that <br /> reduces our garbage by 80%. He said the reduction goal is only 25% <br /> currently, then up to 50%. He said the equipment separates ferrous and <br /> non-ferrous metals, glass, plastic, paper, etc. , and results in <br /> material that can be used in compost. <br />
