Matter of Community Development Block Grant Submission Statement, <br /> Program Year 1992-93. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Klein, Housing Coordinator, said this is the 18th year of <br /> the Block Grant Program. He said the Resolution takes the proposed <br /> Grant Submission Statement and authorizes it as a Final Submission <br /> Statement to HUD. He noted several changes that were proposed from the <br /> Statement last presented to the City Council . He said it was proposed <br /> that $100,000 be provided for handicap improvements at the Marina <br /> Center. He noted that the Human Resources Commission had reduced the <br /> amount allocated for the Transitional Housing Program from $80,000 to <br /> $55,000. He noted the Deaf Center proposal by DCARA had been deleted <br /> from the Statement and he said there had been minor program adjustments <br /> as a result of discussions with HUD related to youth gang protection <br /> and using youths to paint out graffiti . He said $75,000 had been <br /> requested for transitional housing and the Human Resources Commission <br /> had recommended $50,000. He said the $80,000 and $55,000 amounts shown <br /> in the program included staff time and associated costs. He reviewed <br /> the goals for the use of the funds, reviewed the National Community <br /> Development Block Grant Objectives and said the 1992 Community <br /> Development Block Grant budget would total $833,500. He reviewed the <br /> projected use of the funds. <br /> In response to a question from Council Member Faria, he said assistance <br /> for mobilehome owners would fall under the housing category. He <br /> exhibited charts showing the breakdown of categories in previous years <br /> and 1992. <br /> Council Member Kerr said he was surprised to see that administrative <br /> costs were kept as low as 5.3%. <br /> Council Member Corbett asked where the additional $25,000 for <br /> transitional housing would come from. Mr. Klein said it would be drawn <br /> from unbudgeted funds but would not affect any other allocations <br /> because these are funds over which the City already has control . <br /> The Hearing was then opened to the public. <br /> Nama Firestone, 35 Crescent, Berkeley, from BOSS Transitional Housing, <br /> said they have been operating the South County Homeless Project for the <br /> last four years. She said they serve 900 people annually and there is <br /> a great need for transitional housing so people who have a need for a <br /> longer period of time to get help can get back into the work place. <br /> She said they see 40% of their clients again in two years. She said <br /> they serve the disabled and need transitional housing that allows them <br /> to stay up to two years. She said their proposal would provide for the <br /> first and only transitional housing to serve mentally disabled people. <br />
