Minutes - San Leandro City Council Meeting - May 18, 1992 Page - 17 - PUBLIC HEARINGS (continued) She said there are commitments from the cities of Hayward and Fremont and from Alameda County to assist with acquisition and rehabilitation and they have located a site in unincorporated Hayward. She said the project would consist of 10 units and one of those units would be reserved for San Leandro. She said $75,000 represents 10% of the cost of the project. She said every dollar the City gets will be matched in some way by HUD. She said if they do not get the $75,000 they might be in jeopardy for matching funds. Council Member Perry said this is the first attempt at real transitional housing in Southern Alameda County. She said this center would teach independent living skills and is the first attempt by the County to deal with transitional housing at all in Southern Alameda County. She said this is an important test project. Sally Borden, Executive Director SAVE, Fremont, expressed her thanks to the City Council for their support of the program and said she appreciated the Human Resources and staff recommendation. She said funding goes to their transitional housing program for battered women and their children located in Hayward, which also serves the surrounding area, including San Leandro. Arthur Levine, Interim Executive Director, ECHO Housing, Inc. , said they have been serving San Leandro for several years, offering programs and tenant/landlord counseling, fair-housing rental , and rental assistance. He said they are adjusting their proposal for the upcoming year so that rental assistance is no longer a separate program but will be integrated with the tenant-landlord program. There being no further comments from the public, on motion of Council Member Faria, seconded by Council Member Myers, and carried unanimously, the Public Hearing was closed. The following Resolution was then introduced with an amendment to provide for $75,000 of funding for the BOSS Transitional Housing Program: RESOLUTION NO. 92-122 (2096) RESOLUTION APPROVING FINAL SUBMISSION STATEMENT FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, F.Y. 1992-93 AND AUTHORIZING EXECUTION AND SUBMISSION THEREOF BY THE CITY MANAGER Introduced by Council Member Perry, who moved its adoption, seconded by Council Member Corbett, and carried by the following called vote: AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; Mayor Karp ( 7 ) NOES: None ( 0 ) ABSENT: None ( 0 )
