Minutes - San Leandro City Council Meeting - May 18, 1992 Page - 17 - <br /> PUBLIC HEARINGS (continued) <br /> She said there are commitments from the cities of Hayward and Fremont <br /> and from Alameda County to assist with acquisition and rehabilitation <br /> and they have located a site in unincorporated Hayward. She said the <br /> project would consist of 10 units and one of those units would be <br /> reserved for San Leandro. She said $75,000 represents 10% of the cost <br /> of the project. She said every dollar the City gets will be matched in <br /> some way by HUD. She said if they do not get the $75,000 they might be <br /> in jeopardy for matching funds. <br /> Council Member Perry said this is the first attempt at real <br /> transitional housing in Southern Alameda County. She said this center <br /> would teach independent living skills and is the first attempt by the <br /> County to deal with transitional housing at all in Southern Alameda <br /> County. She said this is an important test project. <br /> Sally Borden, Executive Director SAVE, Fremont, expressed her thanks to <br /> the City Council for their support of the program and said she <br /> appreciated the Human Resources and staff recommendation. She said <br /> funding goes to their transitional housing program for battered women <br /> and their children located in Hayward, which also serves the <br /> surrounding area, including San Leandro. <br /> Arthur Levine, Interim Executive Director, ECHO Housing, Inc. , said <br /> they have been serving San Leandro for several years, offering programs <br /> and tenant/landlord counseling, fair-housing rental , and rental <br /> assistance. He said they are adjusting their proposal for the upcoming <br /> year so that rental assistance is no longer a separate program but will <br /> be integrated with the tenant-landlord program. <br /> There being no further comments from the public, on motion of Council <br /> Member Faria, seconded by Council Member Myers, and carried <br /> unanimously, the Public Hearing was closed. <br /> The following Resolution was then introduced with an amendment to <br /> provide for $75,000 of funding for the BOSS Transitional Housing <br /> Program: <br /> RESOLUTION NO. 92-122 (2096) <br /> RESOLUTION APPROVING FINAL SUBMISSION STATEMENT FOR <br /> COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, F.Y. 1992-93 <br /> AND AUTHORIZING EXECUTION AND SUBMISSION <br /> THEREOF BY THE CITY MANAGER <br /> Introduced by Council Member Perry, who moved its adoption, seconded by Council <br /> Member Corbett, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br />
