Matter of PD-88-05; Phase 4, GDP/PDP; Planned Unit Development; General <br /> Development and Precise Development Plans; to Construct Phase 4 at the <br /> Marina Square Shopping Center, Which Includes a Building Totalling <br /> 11,560 Square Feet of Leasable Area for Retail Commercial or Restaurant <br /> Use on Approximately Two Acres of Cal -Trans Property Between Marina <br /> Square and the I-880/Marina Boulevard Eastbound Off Ramp; Assessor's <br /> Parcel Number 79A-295-3 and State of California Right of Way (No <br /> Assessor's Parcel Number) ; Reynolds and Brown; I-2-PDC (General <br /> Industrial -Planned Development Combining) District. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Steve Emslie, Planning Manager, said this is the fourth phase <br /> of the Marina Square Project and consists of 1 , 100 square feet of <br /> buildings on two acres adjacent to I-880 leased from Cal -Trans. He <br /> said there were two major issues involved in this project. The first <br /> was the parking overflow and the effect on Burrell Field. He said the <br /> Planning Commission included a Condition that the Applicant would be <br /> responsible for enforcement costs the City might incur to secure <br /> parking for the field. He said there would be a built-in annual review <br /> for escalation of costs. He said the second issue was the <br /> Transportation Administrator's recommendation that the signs in the <br /> parking lot directing motorists to Teagarden Street for access to I-880 <br /> be replaced with the standard Cal -Trans colored signs because motorists <br /> are exiting on Marina Boulevard and cutting across four lanes of <br /> traffic, to make a U-turn. He said the Planning Commission did not <br /> concur with this recommendation and wanted to leave the signs as is. <br /> Council Member Faria asked if the meandering sidewalk was on the Cal - <br /> Trans right of way. Staff said the meandering sidewalk was not on Cal- <br /> Trans right of way but some minor dedication was still required on this <br /> matter. <br /> Mayor Karp asked what was needed in terms of parking. Staff said there <br /> was a surplus of almost 100 extra stalls but there is a deficiency in <br /> parking at peak times. <br /> Council Member Faria said he felt there should not be a $1,000 cap on <br /> the parking enforcement cost but it should say the developer would pay <br /> all costs. Mr. Emslie said Mr. Smith had estimated $1,000 per year was <br /> the maximum needed and the developer had asked for some sort of a cap. <br /> Dan Gray, Representing Reynolds and Brown, the developer, 2336 Merced <br /> Street, said the sidewalks will be on Cal -Trans property on the ground <br /> lease at the entrance to and from the retail shops. He said no new <br /> dedications are required but there is an outstanding dedication that <br /> needs to be made as clean-up work from the Measure B Marina Boulevard <br /> work. He spoke regarding the parking. He said there is a maximum <br /> utilization at the ball field now. He said there was an opportunity to <br />
