Minutes - San Leandro City Council Meeting - May 18, 1992 Page - 19 -
PUBLIC HEARINGS (continued)
gather additional parking spaces that exceed code requirements. He
said on holidays the parking is fully utilized at the center and
parking attendants are hired to direct motorists. He said when
Reynolds and Brown bought the site they agreed to provide additional
parking for the field. He said there are a number of events at Burrell
Field that result in not enough parking so some parking is allowed at
the back of the Marina Square site. He said Reynolds and Brown has
suggested hiring a Recreation employee as a parking attendant but the
City did not concur with this approach. He said Reynolds and Brown
had agreed to a cap of $1,000 and would open an account so the City
could hire a person to monitor parking. He estimated the cap would
provide 200-250 hours of monitoring per year and said it is not
Reynolds and Brown's intention for the City to bear a burden in this
matter.
Mayor Karp said there had been a track meet that involved 275 young
people. He said it started at 10:00 a.m. before the center was open
but he did not see very many cars parked in the Marina Square lot.
Mr. Gray said they were told the approximate number of attendees at
Burrell Field said they did not use any stalls there that day.
Mayor Karp said the Manager of the Safeway plant said his parking lot
is used occasionally on weekends.
Mr. Gray said they have not utilized the Safeway plant since November
and they cone off the area if it has not been chained off by Safeway.
Council Member Perry noted that, in addition to the track meet, there
were also tennis and softball tournaments. She noted the employee
parking across the street from Marshall 's was being used by patrons.
Mr. Gray said that is. Safeway's area and it is his understanding no one
can park there without authorization from Safeway, which is why they
cone off the driveway. He said Reynolds and Brown talked with Safeway
and the property owner south of Safeway and agreed that those areas
could be used in case of an emergency but they try not to use them.
There was considerable discussion regarding the signs in the parking
lot directing motorists to Teagarden Avenue in order to access I-880.
Roy Parker, Transportation Administrator, said he felt it was necessary
to change the signs. Mr. Gray said Reynolds and Brown did not concur.
Mr. Gray said the signs were. designed and approved with City input but
now with hindsight Mr. Parker has determined that it might be better to
change the signs.
•
