He said the proposed building was an <br /> interesting, articulated building, with an entrance on the south side, <br /> visible from the intersection. He described fencing, set backs, <br /> parking, and traffic circulation. He said Placer Title Company will be <br /> relocating from their office in Alameda and it is likely some of their <br /> employees will use BART. He said the facility would not be open to the <br /> public so there would be a minimal amount of traffic. <br /> Council Member Corbett asked what the Planning Commission <br /> recommendation was. Mr. Weisbrod said the Planning Commission <br /> unanimously recommended approval . <br /> In response to questions from the City Council , Mike Oliver, City <br /> Manager, explained that Rick Miller, representing the developer, had <br /> called him around the first of the year and said Placer Title was <br /> interested in using the site but in order to do so the project had to <br /> be processed in record time. Mr. Oliver noted there had been a prior <br /> plan that did not proceed on the site. He said staff met with Mr. <br /> Miller and made a commitment to expedite the project. He said the <br /> Planning staff had done an excellent job and this is a cooperative <br /> attempt with a property owner to expedite a project in a timely <br /> fashion. <br /> Rick Miller, Applicant, 477 Callan Avenue, said he agreed with the <br /> staff testimony. He said Placer Title Company was being forced to move <br /> from their current location by December 30 of this year. He said this <br /> has been an unprecedented alliance with Planning, the Redevelopment <br /> Agency, and the City Manager's Office and he is pleased with the <br /> process. He said there have been struggles over the last couple of <br /> years to find a suitable tenant for the site. He said the only concern <br /> he had was the prevailing wage requirement which was part of the <br /> Redevelopment Agency requirements. He said Marina Square did not have <br /> to meet this requirement and it makes it difficult for his company to <br /> be competitive. He said they opposed the prevailing wage requirement <br /> and it should be eliminated. <br /> Council Member Kerr said he was pleased that staff had helped expedite <br /> this project. He said he was happy to hear that staff had worked with <br /> the developer and that it is the City's desire to welcome business and <br /> development to the City. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Faria, seconded by Council Member Polvorosa, and carried unanimously, <br /> the Public Hearing was closed. <br />
