Minutes - San Leandro City Council Meeting - May 18, 1992 Page - 7 - <br /> NEW BUSINESS (continued) <br /> The following Resolution was then introduced, with the stipulation that <br /> Council Member Polvorosa meet with Dennis Smith and discuss possible <br /> modifications to the fence: <br /> RESOLUTION NO. 92-117 (2708) <br /> RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND <br /> CALLING FOR BIDS FOR <br /> THRASHER PARK IMPROVEMENTS <br /> PROJECT NO. 91-8613 <br /> Introduced by Council Member Polvorosa, who moved its adoption, seconded by <br /> Council Member Kerr, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 )• <br /> ABSENT: None ( 0 ) <br /> B. Resolution Approving Authorization to File a Loan Application with the <br /> California Department of Boating and Waterways for the Development of . <br /> the Marina Master Plan $6,000,000 Loan. Removed from the Consent <br /> Calendar to New Business. <br /> Council Member Myers noted that staff had indicated this was only an <br /> application for the loan, but the City was not required to accept the <br /> loan. He said the Resolution said the City would accept the loan. <br /> City Attorney Steve Meyers suggested that the last "resolve" paragraph <br /> be amended to include the statement that acceptance of the loan would <br /> be subject to City Council formal approval . <br /> Larry Norry, 2532 Williams Street, spoke regarding the CALBOAT <br /> Application. He said he found it hard to believe the City is asking <br /> for a loan for the Marina Master Plan. He said the Plan has not yet <br /> been approved. He said the City has already paid for various <br /> improvements, consultant fees, and staff time in an amount of <br /> approximately $7,000,000 and it appears there would be $14,000,000- <br /> $15,000,000 in loans. He said he thinks the project should be dropped <br /> because it will devastate the Mulford Gardens area in addition to the <br /> high cost. He said there is a $500,000-$1,000,000 payback over a 30- <br /> year term. He said he was a candidate in the recent election for <br /> District 6 and he won in his District because of his position on this <br /> project as well as others. He said it is time for the City Council to <br /> start listening to the people. He said the submittal of referendums, <br /> etc. , should tell the City management and the City Council that they <br /> are not in tune with the public. <br />
