Minutes - San Leandro City Council Meeting - June 1, 1992 Page - 16 -
PUBLIC HEARINGS (continued)
RESOLUTION NO. 92-133 (2047)
RESOLUTION ADOPTING THE FINAL DRAFT OF THE
CITY OF SAN LEANDRO SOURCE REDUCTION AND RECYCLING ELEMENT AND
HOUSEHOLD HAZARDOUS WASTE ELEMENT
Introduced by Council Member Myers, who moved its adoption, seconded by Council
Member Faria, and carried by the following called vote:
AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa;
Mayor Karp ( 7 )
NOES: None ( 0 )
ABSENT: None ( 0 )
Mayor Karp noted that Council Members Faria and Kerr are on the Waste
Management Board and do a fine job and Council Member Corbett is an
Alternate. He said San Leandro is going to become the capital of
California when it comes to recycling. He said in 1977 the Board of
Zoning Adjustments approved a recycling station in San Leandro. He
said it was required that the Transfer Station would eventually become
a recycling station. He said there have been a number of discussions
with Oakland Scavenger and Waste Management, and they are in the
process of bringing plans to the Board of Zoning Adjustments for
approval of a recycling center in San Leandro.
Mayor Karp also noted that the City has been working with a piece of
revolutionary recycling equipment that cuts material to one-quarter to
minus one-quarter inch, source separates ferrous and non-ferrous metal ,
separates glass and plastic, and separates paper, and the resulting
material is an organic product that can be mixed with sludge and used
as fertilizer. He said this process works extremely rapidly, results
in a soil amendment, and uses 80% of the waste material which it
processes. He said it is only a matter of getting final approval and
going through the EIR process.
Mayor Karp commended Bob Taylor on the fine job he has done on this
matter.
