Minutes - San Leandro City Council Meeting - July 6, 1992 Page - 13 - <br /> NEW BUSINESS (continued) <br /> The following Resolution was then introduced: <br /> Resolution No. 92-205, Resolution Amending Title 6, Chapter 4 of the <br /> San Leandro Administrative Code Relating to Fees and Charges for <br /> Services Provided by City Departments (amends Administrative Code to <br /> provide for payment of $10 fee for employment verification by Personnel <br /> Department) . (2318) <br /> Introduced by Council Member Kerr, who moved its adoption, seconded by <br /> Council Member Myers, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> A. Resolution Approving Agreement Among SCS Development Company, Inc. , the <br /> City of San Leandro, and the Port of Oakland (provides an agreement <br /> between SCS Development, Inc. , the City of San Leandro and the Port of <br /> Oakland concerning mitigation measures for the Roberts Landing <br /> project) . <br /> Steve Emslie, Planning Manager, said this Agreement follows up the <br /> Memorandum of Understanding (MOU) with the Port of Oakland regarding <br /> Roberts Landing. He said the MOU stated an Agreement would be brought <br /> back for approval by the City Council . He said the Agreement has been <br /> prepared by the City Attorney and reviewed by the Applicant. He said <br /> the Agreement states the notification procedures that were established <br /> in connection with Roberts Landing. <br /> Council Member Corbett requested a description of the notification <br /> procedures. <br /> Steve Emslie said a recorded easement on every piece of property in the <br /> development will appear in title reports, indicating that airplanes <br /> will be flying in proximity to the project and directing property <br /> owners on where and how to complain or obtain additional information. <br /> He said this would also be part of the CC&R's. <br /> Council Member Perry said the language in the Agreement refers to <br /> implementation of the Airport Master Plan and Implementation Plan and <br /> expresses the City's support thereof. She noted Item 8 of the <br /> Agreement states that the contract is binding. <br /> Steve Meyers, City Attorney, said it is Citation Homes that is agreeing <br /> not to object to the Airport Master Plan, not the City of San Leandro. <br /> He said this Agreement does not place any limitation on the City <br /> Council to oppose the airport expansion, now or in the future. <br />
