Matter of Appeal of PD-92-02; Planned Unit Development; General <br /> Development Plan and Precise Development Plan; to construct a thirty- <br /> six (36) unit condominium consisting of three stories over a partially <br /> depressed parking garage at 1057 MacArthur Boulevard; Assessor's Parcel <br /> Number 76-350-9; former site of Evergreen Nursery; Lance Fors and <br /> Charlotte Selover; C-2 (Light Commercial ) District. <br /> Attachment: Letter Regarding the Appeal of PD-92-02 from Lance Fors <br /> and Charlotte H. Frates, 739 Bridge Road, San Leandro, Dated July 1, <br /> 1992. <br /> Mayor Karp announced that, due to the large number of speakers, speakers <br /> were requested to complete speaker cards and that a time limit of three <br /> minutes would be imposed. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate Planner, said the subject property was <br /> the former site of the Evergreen Nursery. He said the site contains an <br /> old, unreinforced-masonry building and a wood-frame structure. He said <br /> the Applicant approached staff in 1991 regarding a residential project <br /> on the site. He said a special Work Session was conducted with the <br /> Planning Commission and the Commission identified residential as a <br /> possible alternative use on the site and identified a number of concerns <br /> related to the mass and height of the building, compatibility with the <br /> adjacent, single-family dwellings, etc. He said the Applicant filed a <br /> Planned Development Application which was reviewed and denied by the <br /> Planning Commission. He said, following denial , the Estudillo and <br /> Broadmoor homeowners associations met to identify desired land uses. <br />
