Minutes - San Leandro City Council Meeting - July 6, 1992 Page - 20 - <br /> PUBLIC HEARINGS (continued) <br /> Kay McGuire, 922 Rodney Drive, said the area is going through a <br /> revitalization and selling to families with young children. She noted <br /> people said Sabino's would not work, but it is a place for people to <br /> come together. She said people are starting to talk about the kinds of <br /> development for which the area is ripe. She said most of the people in <br /> the area have no place to shop. She said this development is going down <br /> the wrong path and is not wanted. <br /> Al Frates, 739 Bridge Road, said most of the people are against <br /> condominiums on MacArthur Boulevard. He said he is for growth, but he's <br /> polled 200 people and they want to keep this area commercial . He said <br /> condos that don't sell can be rented, and they don't want rentals. He <br /> said they want growth but not at the expense of the present homeowners. <br /> Loren Worm, owner of an insurance agency at 581 MacArthur Boulevard and <br /> member of the North Area Business and Professional Association, said <br /> that, during the North Area study process, it was decided that something <br /> needed to be done with MacArthur Boulevard besides strip commercial , <br /> which was not doing well . He said when Evergreen moved, it appeared <br /> this might be an opportunity for something like this - an upscale, well- <br /> designed, residential project. He said change is always difficult but <br /> thinks this is a good project that will provide taxes, employ people, <br /> and will benefit the area. <br /> Del Willburn, 840 Linwood Way, said he is concerned about the mixed use. <br /> He said he is in favor of this project but is concerned about the units <br /> being rented. He said there should be a condition that the units may <br /> not be rented. <br /> Toni Reynolds, 880 St. Mary Street, and President of Estudillo <br /> Homeowners Association, asked if any toxics studies were done in light <br /> of the fact that this was Hansen's Feed and Fuel . She said her <br /> Association was opposed because of the height and loss of privacy. She <br /> said they want to work with other homeowners associations, the City, and <br /> the developer on a positive development for the site. She said this <br /> project does not fit in with the surrounding area, especially the R-1 <br /> right behind it. She said people now drive down Begier and Oakes to <br /> avoid traffic on Dutton and Estudillo. She said she wants to keep the <br /> neighborhood and City a desirable place to live. <br /> Council Member Kerr noted Ms. Reynolds' letter, which said there was not <br /> adequate space alongside the building for fire truck. access. Ms. <br /> Reynolds said the trees and the transformer would block access. Steve <br /> Emslie said the plans had been reviewed and approved by the Fire <br /> Department and met all fire requirements. <br /> Council Member Perry asked if Ms. Reynolds' problem was with the number <br /> of units and would her Association consider less units. Ms. Reynolds <br /> said she could not respond without discussing this with her board. <br /> I <br />
