Minutes - San Leandro City Council Meeting - July 6, 1992 Page - 21 - <br /> PUBLIC HEARINGS (continued) <br /> Dave Jorgensen, 698 Dutton Avenue, and a member of the Broadmoor <br /> Homeowners Association, read a letter from the Broadmoor Board to the <br /> Estudillo Board, saying Broadmoor came out in favor of the design, but <br /> extending an olive branch to Estudillo. He said the Broadmoor Board <br /> took the position that new buildings in keeping with the neighborhood <br /> should be promoted and that the developer made an attempt to stay within <br /> the North Area guidelines. He said it was the Board's opinion that the <br /> Planning Commission should do a complete review of this proposal . <br /> Anees Azad, 621 Begier Avenue, said he is afraid this will be the first <br /> of many developments and there will be a wall -to-wall row of apartments <br /> without personality or identity on MacArthur Boulevard. He hoped the <br /> City Council would look at the subjective elements, such as congruence <br /> with the density, etc. He said he was disappointed in the staff report, <br /> which seemed to be interested in bringing in revenue, and would like to <br /> see an unbiased, objective evaluation. <br /> Rita Hartley, 576 E. Merle Court, said she is concerned about what's <br /> being built on MacArthur and does not think condos should be built. She <br /> said she thinks they are not compatible with the single-family area, and <br /> they will not attract the right occupants and will have a negative <br /> impact on homes and shops. She said this should be developed as a <br /> commercial area. <br /> Adele Diaz, 805 Glen Drive, said the project is interesting and lovely, <br /> but businesses are needed in the area. She said she lived in a condo in <br /> Oakland that was beautiful and had a good mix of residents, but 30% were <br /> rented and parking became impossible. She said there were too many <br /> cars, and as many as six or seven people lived in one unit. She said <br /> shops are needed. <br /> Peter Spinardi , owner of the business at 250 MacArthur Boulevard, said <br /> the North Area Plan has been worked on since 1987. He said he thinks <br /> condos will enhance the area; and, if the City Council does not vote for <br /> this, they are going backwards. <br /> Val Gill , 14741 Craft Avenue, said this is a good project. He said <br /> there have been stores on Dutton and Bancroft, and they are empty <br /> throughout the area. He said he is afraid commercial in San Leandro has <br /> been overbuilt. He noted proposed expansions at Bayfair and Marina <br /> Square and said this is appropriate, but said MacArthur Boulevard is not <br /> a strong business area. He said this project would enhance the area. <br /> He said the Council is faced with a shortage of money, not just because <br /> of the recession, but because people discourage development and want <br /> services but are unwilling to pay. <br /> Florence Bartolini , 714 Bridge Road, Vice President of Estudillo <br /> Homeowners Association, said there was neglect and deterioration in the <br /> North Area. She said her Association is interested in growth, but this <br /> site is an ideal area for commercial , and she is opposed to <br /> condominiums. <br />
