Minutes - San Leandro City Council Meeting - July 6, 1992 Page - 27 - <br /> PUBLIC HEARINGS (continued) <br /> B. Matter of Durant Avenue/Foothill Boulevard Neighborhood Improvement <br /> District. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bill Silva, City Engineer, said approximately a year ago the <br /> City was approached by the Bancroft/MacArthur Business Association and <br /> asked to look into the possibility of installing missing sidewalks along <br /> Foothill Boulevard. He said Engineering staff reviewed Foothill <br /> Boulevard as well as Durant Avenue between Foothill and East 14th Street <br /> and designed a project to construct infill sidewalk, curb and gutter at <br /> approximately 59 locations. He gave a brief history of Public Hearings, <br /> Town Hall Meetings, and other presentations which have been made on this <br /> project. He said plans and specifications have now been prepared and <br /> City Council approval to proceed with the project was requested. He <br /> said each property owner has been given 60 days to complete their work; <br /> and if the work is not done within 60 days, the City will have the work <br /> done. He said bids will be opened in September and a contract will be <br /> awarded. He said it is anticipated that some property owners will do <br /> their own work via a "no fee" encroachment permit. <br /> Council Member Perry asked if there is a program to spread out the cost <br /> of the work. Mr. Silva said payments may be made over five years at 7% <br /> interest. <br /> Council Member Myers asked what the maximum cost for work would be. Mr. <br /> Silva said this depended on the location and the actual cost of <br /> construction, but each property owner had been advised of the estimated <br /> cost for their property. <br /> Council Member Corbett asked if any grants or loans were available. Mr. <br /> Silva said the City's Housing staff had presented this information at <br /> the Town Hall Meetings. <br /> The Hearing was then opened to the public. <br /> James Boring, property owner at 201 Foothill Boulevard, said he did not <br /> attend the Town Hall Meetings because he did not receive any notice. He <br /> said the cost for the work at his property is $11,200. He said the <br /> letter he received did not say anything about a payment program. He <br /> said this property is his sole source of income and he only makes about <br /> $1 ,000 per month. He said he does not want this to be a lien. Mayor <br /> Karp suggested that Mr. Boring talk to the City Engineer about the <br /> payment program. <br /> David Brook, 118 Beverly, said, according to the letter, he has sidewalk <br /> damage which must be repaired, but no sidewalk needs to be removed. He <br /> said the damage does not require repair under the City's sidewalk <br /> program criteria, and he does not see why the sidewalk needs to be <br /> repaired if no concrete needs to be removed. <br />
