Minutes - San Leandro City Council Meeting - July 20, 1992 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> Mayor Karp said one of the most significant things found at Solano Mall <br /> was a possibility of a code of conduct, which they are exploring, for <br /> example if a group of youngsters is creating a problem walking through <br /> the Mall , under the law there is very little you can do about them. <br /> Under the code of conduct, the individuals could be escorted out of the <br /> building. <br /> Council Member Perry said Bayfair already has a very successful code of <br /> house rules handled by the security guards. She said the City needs to <br /> have something in the Agreement that says we will have a continuing <br /> dialogue. <br /> Council Member Corbett asked, if something is not listed as a <br /> Conditional Use under the C-RM, does that mean it is a permitted use? <br /> Mr. Weisbrod said C-RM zoning district uses only apply in absence of a <br /> Development Agreement. He said if a use isn't listed, there could be <br /> an amendment to the code to add that use. Mr. Weisbrod said the family <br /> entertainment center is a Conditional Use. <br /> Council Member Corbett asked what the parameters of the yearly review <br /> would be. <br /> Mr. Weisbrod said it will be a report that will lay out what actions <br /> and improvements were taken under the Development Agreement for the <br /> previous year, and if they are not in conformance with the Agreement, <br /> enforcement action can be taken. <br /> Council Member Corbett asked, if something fell under the Conditional <br /> Use part of the Development Agreement, would it be submitted to the <br /> Board of Zoning Adjustments and reviewed separately. <br /> Mr. Weisbrod said it would be a regular Conditional -Use process, <br /> requiring submittal of plans and a Public Hearing. <br /> • <br /> -Council Member' Polvorosa suggested the possibility of 'observation <br /> —towers giving greater visibility of-the parking lot for security. - <br /> Police Chief Bob Maginnis said Bayfair security personnel utilize the <br /> roof for parking lot observation, and work with the Police Department <br /> at our request. He said the Police Department works with whatever <br /> resources are available to combat a particular problem area, and the <br /> Bayfair security force is a large resource that we work closely with. <br /> He said since establishment of their bicycle patrol , the incidents of <br /> auto burglary have dropped in the parking lot. He said the roof-top <br /> observation provides the security force with greater mobility than a <br /> fixed-post observation tower would allow. <br />
