Minutes - San Leandro City Council Meeting - July 20, 1992 Page - 11 - PUBLIC HEARINGS (continued) Mayor Karp said one of the most significant things found at Solano Mall was a possibility of a code of conduct, which they are exploring, for example if a group of youngsters is creating a problem walking through the Mall , under the law there is very little you can do about them. Under the code of conduct, the individuals could be escorted out of the building. Council Member Perry said Bayfair already has a very successful code of house rules handled by the security guards. She said the City needs to have something in the Agreement that says we will have a continuing dialogue. Council Member Corbett asked, if something is not listed as a Conditional Use under the C-RM, does that mean it is a permitted use? Mr. Weisbrod said C-RM zoning district uses only apply in absence of a Development Agreement. He said if a use isn't listed, there could be an amendment to the code to add that use. Mr. Weisbrod said the family entertainment center is a Conditional Use. Council Member Corbett asked what the parameters of the yearly review would be. Mr. Weisbrod said it will be a report that will lay out what actions and improvements were taken under the Development Agreement for the previous year, and if they are not in conformance with the Agreement, enforcement action can be taken. Council Member Corbett asked, if something fell under the Conditional Use part of the Development Agreement, would it be submitted to the Board of Zoning Adjustments and reviewed separately. Mr. Weisbrod said it would be a regular Conditional -Use process, requiring submittal of plans and a Public Hearing. • -Council Member' Polvorosa suggested the possibility of 'observation —towers giving greater visibility of-the parking lot for security. - Police Chief Bob Maginnis said Bayfair security personnel utilize the roof for parking lot observation, and work with the Police Department at our request. He said the Police Department works with whatever resources are available to combat a particular problem area, and the Bayfair security force is a large resource that we work closely with. He said since establishment of their bicycle patrol , the incidents of auto burglary have dropped in the parking lot. He said the roof-top observation provides the security force with greater mobility than a fixed-post observation tower would allow.
